[2 WEEKS LATER]
"Hunters and Representatives from across the world, thank you all for joining…we apologize for the short notice." Adam White said as he addressed the large group of people gathered in the assembly room.
He continued, "As you well know, a lot has happened over the last month. Events have and continue to develop quickly…we have a lot of important topics to consider on our agenda. So, let's get started. Vice-President Jinchul Woo will share the latest intel."
"Of the 1,253 survivors from the red-gate incident, all are stable now. They are all expected to make a full recovery soon. We gained valuable information from the survivors." Jinchul said.
He continued, "Most survivors were fleeing their respective universes through portals that appeared during their planet's invasion. Most wander for an extended period of time until they were captured, imprisoned, and used as disposable slave labor."
"Of the humans, most are hunters that went missing during dungeon raids. They were classified as MIA and presumed dead. It's good to have them back. A few humans are civilians that were taken during dungeon breaks around the time of the Second Cataclysm."
"There will be time for questions later." Jinchul continued, "two survivors have provided a wealth of information. The first is a man by the name of Siv. He is a traveling merchant, as such, he has contacts with other merchants through dozens of universes. He agreed to cooperate with us in gathering information and also establishing trade partners."
There was a gentle murmur in the audience.
"We will be providing you a written detailed report after this meeting. Please hold your questions. The second survivor is a man known as the historian…he has no name…he is simply known as the historian. As his name suggests, he is a historian, chronicler, and archaeologist."
Jinchul continued, "according to the historian, there is a powerful coalition of Itarim Gods operating in what he calls the "North Quadrant". He calls this coalition of Gods the "North Empire." This Empire has been aggressively expanding their control and are responsible for the complete annihilation of over 100 confirmed universes."
A loud murmur of voices was heard along with some shouts and loud questions.
"Order! Order please! I know the implications are dire…but we must continue the meeting." Jinchul quickly calmed the many voices and resumed, "the North Empire is far more powerful and dangerous than anything we have seen before. Their goal does not appear to be senseless destruction…we have intel that the Empire has taken captive powerful creatures, Apostles serving other Gods, and even rival Itarims. In addition, we believe the Empire is building something powerful…our top priority is gathering more information about this group."
Jinchul ceded the podium to Adam White.
"This brings us to our next topic…we can no longer be content with isolistic thinking. Whether we like it or not, we are not alone in the universe…and our universe is not alone in the cosmos. What happens around us will have an impact on earth…sooner or later. That is a fact."
Another murmur from the crowd.
"We need allies…allies to stand with us when war comes…and it will come. There are billions perhaps trillions of people displaced by war throughout the universe…this means there are potentially trillions of allies…"
Adam White continued, "we believe the survivors seeking asylum on earth have proven themselves worthy allies. Therefore, the IHA is submitting to the UN a proposal to grant asylum to them."
[DAYS LATER]
The Universal Asylum Bill (also know as "UAB") was the topic of every discussion for the next few weeks. News reports were filled with interviews and stories highlighting the benefits of passing the UAB. There were documentaries and specials aired on all the major news outlets regarding the red-gate incident. The stories always managed to highlight Hunter Thalia (an asylum seeker) and her invaluable contribution to saving thousands of lives.
The UAB provided much needed answers to important questions, such as:
Where will the survivors live?
Answer- temporary housing will be provided in North Korea. There is a section currently under construction as part of the rehabilitation effort that can accommodate them.
Who will pay for the costs incurred in helping the survivors?
Answer - trade agreements have been signed by the UN and merchants across the cosmos (thanks to Siv). The tariff on these trade agreements will pay for the costs.
Will they be allowed entry into other countries?
Answer - they may apply for tourist visas.
