How did he do this, let me explain, His early life is a struggle, afterall, he is Baldur Odinson, The Asgardian God of Light, Radiance, Justice and etc., there are stories circulating about his death by mistletoe and also the Ragnarok, to counter this, he had to dwell into his very essence of divinity and purify the faith he is receiving from everyone.
Then he felt it's not enough, so he through the trouble of learning magic, then using the magic he located the Well of Yimir and sacrificed his two eyes like Thor did. He gained knowledge but it's not enough, he wanted more, so he hung himself from world tree and even stayed like that despite receiving the knowledge of runes.
Because he sensed he is walking right through a trap. Those who sit above shadows plotted against him, they saw him as delicacy and wanted to enjoy the power he will bring, so he still hung himself pretended to be under their palm while secretly plotting, he didn't completely trust the world tree either. He brought the 10th realm and killed all angels, rescued his sister, then he started making his moves in the shadows.
He started waging wars against celestials leaving both the celestials and those who sit above shadows bewildered. He absorbed their power, because he knew divine power and even Odin force isn't enough to contend with those things. then the living tribunal and eternity appeared. He is out into a trials for indiscriminately killing celestials and breaking the balance of multiverse.
So Baldur struck a deal with Living Tribunal, to hunt apostles from outer gods as a cover against those who sit above shadows. OAA unexpectedly agreed, Baldur for his end of deal bled for a 1000 years even with all his power. This is because of the Outer God fragments that protected the reincarnators. Yeah it's cruel but for his survival it's necessary to hunt these guys. Call him hypocrit, he won't deny it, for his survival he clearly made a plan here afterall.
Then when he is strong enough, he first killed all the Njorns, the fates of Norse myths and burned away the loom that is directly powering and protecting these guys in shadows. And he did it in all multiverse present by manipulating the Baldur or other Asgardians there, for this he used the power cosmic he robbed along with infinity stones. After that he killed and sealed the souls of those who sit above shadows before slowly consuming them.
Then he is out into trial once again by the council of life. Though by the time, he became the embodiment of Life and also Ragnarok. OAA then came to meet him personally in the form of Fulcrum, for this he made a deal with OAA to kill the outer gods, the reckless beyonders and even their apostles.
For the next 980000 years, he is busy fighting these guys and hunting all threats down. Finally he fulfilled his deal, yeah, he has through shit, worked like a slave and all. What can you say? He is in the creation of someone leagues above him, that person can squash him and his soul like an insect, and he don't trust any outer gods especially after their behaviour with their champions, apostles and his fellow reincarnators. So he realised, the true freedom lies in being a creator god. After this huge war, he will be independent now, after this one meeting.
