Sam gave away the shield of Steve Rogers then John Walker became Captain America (like in Falcon and winter soldier)
The Hand members were organising protests and riots across the country.
Then Agents Everett Ross was killed in a canino by A Winter Soldier(fake one) where the agent was negotiating with the Hand.
The government issued Captain America(John) and his team orders to kill on sight Bucky Barnes.
Sharon beleived something is wrong so she went to Sam and they found Hill and then Hill suggested with reference to other events that this might be an alien invasion
On the Other side.
Mira was Working with Gravik and she invented the pods which replicates human memory and behavior. Super soldier like serums and other skrull tech.
Her 1st experiment was on Rhodey like from the end of Captain America: Civil War
Other scientists were also working on skrull tech but was not mentioned.
It was also revealed that Gravik backed the protest of the Hand and in return for informations, materials, lands and money
John his team reached a forest area in search of Bucky but later that was revealed it was an ambuish by Gravik. So then after fight he put John in pod and then Tharan(skrull) became Captain America.
And Talos is searching for Giah(his daughter) amd later finds Her.
Hill suspects Rhodey is a skrull and has located real Bucky.
Now Tharan goes in a public conference in John's form of Captain America and tells that Heros are not slaves, we also want something in return and all.
Then the mayor came up and tore the star from John (Tharan)'s suit and then he murdered Mayor in front of everyone.
Then Gravik used this opportunity and went live on news through a privately owned channel (his own)
And showed himself in a human form and told that he and people like them were created by SHIELDS as back up just in case the Avengers turned back.
And then on live he showed fabricated footage of Tony, Natasha and Nick Yury and Steve their illegal weapon dealing, experiment and mass killing and all.
Later at the end it was revealed Mira is the daughter of Talos/ sister of G'iah.
Then at the end Mira is seen being horrified by seeing on screen that Tharan as John brutally murdering the mayor.
