Although exposing his identity could potentially cause their mission to fail, Lucci had no choice.
If he wanted to rescue Kaku and the others, he could only try using the World Government to intimidate Kaito.
"What? You finally realized you're no match for me, so now you want to threaten me with the World Government?"
Kaito sneered as he slowly walked toward Rob Lucci.
"If I were afraid of the World Government, why would I become a pirate?"

"If you really want to save your companions, then be obedient and don't resist."
As he spoke, Kaito raised his right hand and activated the Munch-Munch Fruit ability.
