Andre continued to gather his people; the fight with Djo Malthael wasn't a battle that could be finished in a day, nor was gathering manpower a task that could be completed quickly.
As for Gao Yang, he temporarily had nothing to do. The five An-32 planes needed to fly to Somalia, but this required finding pilots and waiting for Andre to gather the team, as well as clearing the way, which couldn't be done in just a couple of days.
Since there wasn't much to do, Gao Yang decided to take justice into his own hands.
