Pietro dropped a thick stack of manila folders onto the oak desk, shaking morning frost from his sleeves.
"Three industrial towns before breakfast," Pietro said, slumping into a leather armchair with a satisfied grin. "The coal miners in the northern valley walked off the job yesterday. Their American managers haven't paid them since December, but the second our supply trucks rolled in with flour and kerosene, the union bosses started pinning up our posters."
Wanda sat at the opposite end of the desk, flipping through candidate registries with a red pen. With the psychic firewall shielding her thoughts, her concentration was unbroken.
"Two former district judges tried to register as regional delegates," Wanda said, sliding their files across the blotter. "Their mouths said all the right words about national unity, but their surface thoughts were full of panic. They both took wire transfers from an American import firm last week."
"Burn the files," Adrian said without looking up. "We don't take money with foreign strings attached. If they want to represent this coalition, their loyalty stays inside our borders."
"Already shredded," Wanda replied, tossing the scraps into the iron bin.
Adrian stood up and walked to the communications cabinet in the corner of the office.
Feeding Novi Grad and securing provincial trade unions was necessary groundwork, but Sokovia did not exist in a vacuum. If they wanted to build a sovereign nation without outside interference, they needed visibility far beyond the Balkan mountains.
Adrian pressed his fingertips against the optical fiber junction installed beside the radio console.
<< Action: Transatlantic signals intelligence sweep. >>
<< Reason: Map international volatility, track American defense logistics, and monitor global intelligence posture ahead of the autumn election. >>
<< Process: Converting psionic carrier pulses into high-frequency optical signals; routing through the Frankfurt commercial exchange; tapping transatlantic subsea cables; querying unencrypted American defense requisitions, newsroom satellite uplinks, and federal regulatory filings. >>
<< Result: Uplink stable. Ingesting three prioritized intelligence streams. >>
The desktop terminal hummed to life, text and video feeds scrolling rapidly across the green phosphor screen.
The primary video feed locked onto a live broadcast from Las Vegas.
At Caesars Palace, an American defense awards gala was underway. On stage, an older executive named Obadiah Stane stood holding an Apogee Award trophy, laughing awkwardly into the microphone as he apologized for Tony Stark's absence. A cutaway broadcast showed Stark at a high-stakes craps table downstairs, surrounded by models and rolling dice with a drink in hand.
Accompanying the broadcast was an intercepted Pentagon flight manifest. Stark was scheduled to depart on a private jet within forty-eight hours for Bagram Air Base in Afghanistan to demonstrate his new Jericho missile system to Central Command.
<< Intelligence Thread Two: US Department of Defense budget leak. >>
<< Detail: An unlisted black-budget line authorized by General Thaddeus Ross has funneled military funds into 'Bio-Force Enhancement' logistics, redirecting tactical search teams to an unconfirmed biological lead in South America. >>
<< Intelligence Thread Three: Strategic Homeland Intervention, Enforcement and Logistics Division orbital surveillance telemetry. >>
<< Assessment: S.H.I.E.L.D. regional threat monitors categorize the Balkans as a low-priority political reconstruction zone. Primary institutional surveillance remains focused on domestic American defense contractors and covert cold-war facilities. >>
Adrian broke the optical connection, the calculations settling cleanly into his memory.
Pietro walked over, staring at the paused television broadcast of Tony Stark holding a glass of scotch in an expensive tuxedo. Pietro scowled, crossing his arms.
"An American billionaire selling cluster bombs while playing games in a casino," Pietro sneered. "That's who supplies the weapons in this world? That's who people look up to in America?"
Wanda leaned in, her eyes fixing on the corporate logo printed across the demonstration banner—Stark Industries.
It was the exact same font stamped into the side of the mortar shell that had smashed through their kitchen ceiling. A tiny ember of crimson energy twitched at the edge of her thumbnail, but the psionic shield held firm, keeping her breathing calm and deliberate.
"He acts like the world is his personal playground," Wanda said, her voice quiet and even. "Like nothing bad could ever reach him."
"Nobody is untouchable, Wanda," Adrian said, turning off the monitor. "When a defense contractor ties its entire public value to one reckless figurehead, the whole company is fragile. Stark is flying into an active war zone with cameras and cocktails. Flying into high-threat territory without military discipline is a massive liability."
Pietro raised an eyebrow. "You think something will happen to him?"
"I think defense companies with unstable leadership make terrible long-term bets," Adrian replied calmly.
<< Strategic Projection: Stark Industries stock trades at an all-time high of $142 per share based on speculative Jericho procurement contracts. >>
<< Financial Strategy: Allocate thirty million dollars from foreign reserve accounts into phased, multi-tier short positions against Stark Industries through secondary European brokerages. >>
<< Risk Assessment: If leadership experiences operational disruptions or project delays abroad, market correction will be severe. Liquid capital gains can fully fund Sokovia's agricultural grain subsidies and rural hospital electrification through 2009. >>
Adrian picked up his fountain pen, signing off on the financial authorization for their offshore accounts. He didn't need to predict every bullet in the desert. Pragmatic statecraft meant preparing for the ripples when foreign giants stumbled, turning corporate arrogance abroad into warm schools and paved roads at home.
A firm knock sounded at the door.
"Come in," Adrian called out.
Inspector Radovan stepped into the room, holding a leather map case, flanked by Mayor Kolarov. Both men looked organized and focused.
"The campaign schedule is finalized, Director," Radovan reported, spreading a regional route across the table. "The first official rally of the Sokovian Renewal Coalition begins tomorrow at noon in Trnava. Two thousand factory workers and rail crews have already secured the central plaza."
"The municipal police in Trnava?" Adrian asked.
"The local chief tried to ban the gathering," Kolarov chimed in, adjusting his glasses. "Then he saw our four EKO Scorpion armored vehicles parked at the city gate and remembered his officers haven't received their state paychecks in two months. He agreed to provide traffic control."
"Good," Adrian said, buttoning his wool overcoat.
He looked at Wanda and Pietro, who were already picking up their coats.
"Pietro, stay ahead of the convoy and confirm the fuel points along the highway," Adrian directed. "Wanda, keep an eye on the local union reps when we reach the square. Make sure the podium stays clean."
"Understood," Wanda said, zipping her jacket.
Pietro adjusted his cuffs with a quick grin. "I'll make sure the road is clear before your cars even hit the highway."
Adrian took the coalition charter from the desk and slipped it into his pocket.
The world outside was busy with weapons demos, corporate galas, and covert operations in distant continents. Let them play their games. Here in the valley, the foundation was set.
"Move out," Adrian said, heading for the stairs. "Let's go talk to our people."
