Ning showed Blake to the waiting room while he and Larissa entered the chief's room to explain what had happened.
Ning hid nothing. He told him everything, including the fact that he had killed her as she had become dangerous. Just looking at her had caused Larissa to fall into such a horrible state, so her death had been warranted.
Except, just because it was warranted didn't mean that she shouldn't have gone through the proper justice system first.
"Could you have captured her?" the chief asked.
"Maybe," Ning said. "No, I could have. Absolutely, but should I have?"
"We don't go around killing criminals just because we can. We have a judicial system for the same reason," the chief said.
