The Heaven Palace stands amid order; the rise and fall of all things have their determined fates, allowing all spirits and races to thrive in peace.
Now, there is the Human Domain, where the Human race has established itself in the South Wilderness. They do not honor the Divine Decree, do not recognize the numbers of heaven, and do not understand the principle that the Great Dao has no beginning or end. Nevertheless, the Heaven Palace cannot bear to see creatures harmed and will not lose the virtue of the Divine Spirits, so it allows the Human Domain to exist in the South Wilderness.
