Law's offer was that he quit being a Warlord and this caused angry to be heard from the another side of the transponder snail.
Popeye
Popeye was doing some paperwork in his office as a low-rank officer told him that they had find a old dangerous lab from old research base.

Popeye slowly walk to a direction that sound like fighting as he sees Smoker on the ground with half his face covered in blood. Popeye quickly put a hand on Doflamingo's shoulder, but that was at the same time as Kuzan put his hand on Doflamingo's other shoulder.

Ice was covering Doflamingo's body as Popeye used his haki to put enough pressure to dislocate his shoulder and almost rip it out of its socket. Doflamingo got out of his ice prison as he takes his crew away as it's not worth it to fight two powerful men, the two sat beside Smoker as the some former pirate that just wanted to live peacefully healed Smoker a bit.

Back to Lu Bu, Law, and the Strawhats(Next Day)

Lu Bu looked at the others and they looked on the newspaper to see that Doflamingo actually quit being a Warlord to have Caesar back to produce SMILE fruits so he doesn't face Kaido's wrath. Lu Bu also saw that they got the alliance of Law, Luffy, Kid, but Lu Bu saw them as a ? Mark as they don't know that Lu Bu was an ally to Law and Luffy or he is using them for something.
Law calls Doflamingo again as silence was the loudest sound on the ship and the ringing on the transponder snail was the second loudest. " I have done my part you trash bag of crap." Doflamingo talks with venom in his voice and Law could only smile to see Doflamingo suffer.
