Peter Brown now feels like he has a warship in hand, and dominates the world. This sense of cheating truly excites him.

Under normal circumstances, even though an army of 800,000 would be large, it might not make much difference. However, now that they're following Peter Brown, and not fighting on their own, it naturally isn't a big issue.
