The Emperor's sudden visit has caused all sorts of trouble for the Republic.
There are strategic issues, tactical ones, diplomatic and national governance problems, and as for the myriad of minor details... It could only be said that the departments responsible for foreign affairs reception and related tasks are increasingly moving towards overwork and suicide.
Leaving aside the strategic and tactical troubles for the Republic, just figuring out how to receive the Emperor has become an insurmountable problem.
If handled with grand and formal ceremony, the public would criticize it as obsequiousness; if done low-key and simply, either the Empire would seize the opportunity to protest the Republic's discourtesy to the Emperor, or other countries would consider the Republic to be a bunch of paupers and barbarians who don't even know the proper way to treat a guest.
