It wasn't a surprise in the slightest. The Lineages—even the Warlord ones—were the property of the Emperor Sanctum. They couldn't allow them to be so casually handed out.
If Genes had protections on them, how could a Lineage of this caliber not? After all, they had the chance to present people with Gold and even Legendary Genes for mastering them.
It was just that the Seals on these Lineages were far more complex and harder to implement. And, since they weren't family but instead members of the same organization, the restrictions also had to be looser by design. It was a necessary step.
However… that didn't mean that the Lineage couldn't sense unauthorized usage.
If it was Sylas alone using them, it wouldn't make much of a difference. However, Sylas had broken these unspoken rules of the Sanctum not just once, but twice.
