The Anarchy is the title of the Great Old One of the Black Emperor Symbol2 Black Emperor, and Justiciar Symbol2 Justiciar Pathways.
The Sefirah and Pathways under this Great Old One originally belonged to the Outer Deity Son of Chaos, before "He" lost them to Earth. The remaining portion of the Son of Chaos in the Cosmos is the Outer Deity Uncertain Mist, who holds the Chaos Mist Symbol2 Chaos Mist Pathway.
Since the Nation of Disorder's consciousness was interwoven with too many external spirits, even with all the components, it could not undergo a fundamental transformation, and might take decades or centuries for a new, unified consciousness to emerge, enabling The Anarchy to truly manifest in reality.[1]

∞ ORDER: The symbolism of Order, established with the birth of the Son of Chaos.[3] The Justiciar Symbol2 Justiciar possesses the corresponding core authority of Order, with subordinate authorities of Rules, Laws, and Principles. "He" can modify the bottom-layer Rules of the world to some extent, establish new non-bottom-layered Rules that stay permanent, as well as remove non-bottom-layered Rules.[4]
The Celestial Thearch ordered "The Three Realms and Six Paths shall unite as one!", instantly causing all dimensions—higher, lower, and the current one—become interconnected, as though overlaid with layer upon layer of glass barriers.[5]
As a result, the High-Dimensional Overseer could no longer increase dimensions unscathed, and the Celestial Thearch could still maintain influence on the battlefield even if "His" dimension is lowered.
∞ SHADOW OF ORDER: The symbolism of Shadow of Order, naturally emerged from the Order established after the birth of the Son of Chaos.[3] The Black Emperor Symbol2 Black Emperor possesses the core authority of Autocrat, which is under the Shadow of Order symbolism.[6]
