The Supreme Council of High Lords views the Sovereign of Dominion (SOD) as its most significant rival and an enemy of humanity. This council exists to combat the SOD with the goal of eliminating it. Newcomers to the SOD, however, are treated differently; they are often imprisoned. This is because the most common requirement for joining the SOD is to have committed crimes, which allows them to gain recognition from SOD officers. The more severe the crimes, the higher the position they could attain within the organization. This is a finding that the Supreme Council of High Lords has uncovered regarding the SOD's recruitment practices.

Structure and Membership

The Council is designed as a sophisticated organization where the most powerful figures across various kingdoms and empires convene to maintain global stability and progress.

Its function is to prevent chaos by providing a formal platform for the world's most powerful individuals to negotiate. While individual realms retain their autonomy, the Council's pronouncements carry immense political weight. A ruler who consistently defies the Council might find themselves diplomatically isolated, economically sanctioned, or branded an enemy of the established world order. It serves as the primary arbiter of international politics and the keeper of global peace.

The Supreme Council of High Lords is controlled by the most powerful and influential rulers: the Three Supreme Sovereign Rulers of Elysiara. Unlike the Sanctuary of Luminescent Faith, which relies on divinity, faith, and divine beings for ascension, the Three Sovereign Rulers have demonstrated the power of the indomitable human spirit. Their hard work and patience led them to become the first humans to ascend to Apostle. Once they attain enlightenment, they will officially begin their journey toward godhood.

Aura Sovereignty System

The Aura Sovereignty System is a magical framework where a Lord's control over a territory is physically and magically linked to their personal life-force (aura). This link is anchored to a physical artifact called a Heartstone. The aura projects a protective field that prevents large-scale destruction of civilian property during conflicts. To conquer a territory, an enemy Lord must sever the Heartstone's connection to the current ruler, not destroy the land itself.

Ritual Duels Mechanism

The Ritual Duels Mechanism replaces large-scale battles with a formalized series of magical duels. Instead of armies clashing, the conflict is decided through a tiered system of one-on-one combat, such as a Duel of Champions and a final, high-stakes Sovereign's Trial between the two Lords. The outcome of these duels directly determines the winner of the territory, preventing mass casualties and destruction.

Diplomatic and Economic Safeguards

These are rules and covenants designed to maintain stability after a war. When a Lord is defeated, a magically binding Fealty Covenant ensures the new ruler inherits a stable territory without economic collapse. A system of War Indemnity (a tax paid over time) replaces plundering, and Neutral Zone Trade keeps vital trade routes open to prevent famine in a conflict zone.

Code of Justified Conflict System

The Code of Justified Conflict System allows a Lord to declare war freely, but only if they have a universally accepted reason (a "just cause") like avenging an insult or protecting a vassal. This system replaces the need for a council to approve wars. If a Lord violates the code by resorting to property destruction, they are branded an Oathbreaker, and all other Lords are honor-bound to oppose them, ensuring the system is self-regulating.

In accordance with the Supreme Council of High Lords, discussions are currently underway regarding the possible application of the Code of Justified Conflict System to all noble factions. If the final decision confirms the implementation of this code, it will not take effect immediately. One of the Three Supreme Sovereign Rulers must first approve its implementation. Once this approval is granted, the system will be applied throughout the entire world of Elysiara.
