"So that's why Karasu was in such a hurry to charge into the palace—he wanted to take out Sterry before Sabo could." No matter what, Sterry and Sabo were somewhat connected. While Sabo might not hesitate to kill him now, it was better to avoid such a situation if possible. It seemed Dragon had anticipated this and sent Karasu to handle it.
"Nearby Navy forces are already on their way to reinforce. It's time to leave." After the palace was captured, Koala quickly rushed over to inform Dragon of the latest developments.
As a member nation of the World Government, the Kingdom of Goa couldn't be ignored when attacked. With the current strength of the Revolutionary Army in Goa, they weren't afraid of the Navy, but now wasn't the time for a direct confrontation.
"Morley and Lindbergh have sent word—they've succeeded." After answering a couple of calls, Koala continued her report.
The Revolutionary Army's operation wasn't limited to the Kingdom of Goa. Three other member nations of the World Government were also targeted, and their situations were similar to Goa's—nobles oppressing the common people without restraint.
These four nations were spread across the four seas, and naturally, each was handled by one of the Revolutionary Army's four divisions. Since Karasu, the commander of the Northern Army, was in Goa, his deputy took charge of the operation there.
Although all four nations were member states of the World Government, their status and strength varied greatly. The other three nations were far weaker and less significant than the Kingdom of Goa.
Not all World Government member nations were pushovers. Some had considerable strength, and not all kings were as naive and unambitious as those of Alabasta and Dressrosa.
For example, the Kingdom of Hana. While little was known about its king, the Eight Treasures Navy of Hana was renowned across the seas, having even clashed with Garp. Although they later tried to bully Garp's grandson and failed, that didn't diminish their strength.
Then there was the Kingdom of Prodence. Its king, Elizabello II, was one of the few powerful monarchs. His King Punch was said to be capable of killing a Yonko in one hit, though Daniel Davis found this claim absurd.
The King Punch required at least an hour of preparation, which would be impossible in a fight against a Yonko. Even if it were possible, it likely wouldn't harm a Yonko, as it couldn't even break through the barrier created by Bartolomeo's Barrier-Barrier Fruit.
Still, the King Punch was undeniably powerful. While the claim of killing a Yonko was exaggerated, it was true that the punch could obliterate a fortress. Few among the Shichibukai could withstand such an attack.
In Daniel Davis's opinion, the claim about the King Punch killing a Yonko was likely propaganda by the kingdom to deter pirates. It was effective, as few on the seas truly understood the strength of a Yonko or had witnessed their power firsthand. Most only knew through hearsay.
Otherwise, the Supernovas wouldn't have been so confident in challenging the Yonko, and Zoro wouldn't have been nearly broken by the overwhelming gap in strength during his first fight with Mihawk.
There were many such nations on the seas, and most had their own pirate crews. Even the Kingdom of Goa knew to develop pirate crews and collude with pirates, let alone other nations. While the World Government didn't allow member nations to have their own navies, it couldn't stop them from forming private forces under the guise of pirates.
In fact, to many in the world, the Revolutionary Army wasn't much different from pirates.
"Let's go."
After receiving Koala's report, Dragon nodded. Koala then signaled the retreat. Upon seeing the signal, Betty immediately deactivated her Rumble-Rumble Fruit.
Once the fruit's effect wore off, the people of the Gray Terminal, who had been caught up in the frenzy of battle, paused momentarily. Many regained their senses, looking around in disbelief before fleeing in terror.
However, some became frenzied again—not out of courage, but greed. After all, High Town was the residence of Goa's nobles, and its wealth far surpassed anything found in the Gray Terminal's garbage heaps.
"Is this really okay?"
Seeing the people now fighting over treasure and the nobles of Goa begging for mercy, Koala's face showed a hint of unease.
The destruction of the Kingdom of Goa had essentially used the people of the Gray Terminal as cannon fodder. Since the Revolutionary Army didn't plan to occupy Goa, it was clear the World Government wouldn't let these people off easily.
"Koala, this is a necessary sacrifice. A revolution without bloodshed is impossible." Betty's expression remained unchanged. After carefully studying the revolutionary guidelines and rebellion manuals provided by Daniel Davis, the Revolutionary Army now understood why their years of sacrifice had yielded so little.
It had to be said that the Revolutionary Army had once been naive. Dragon's ideals were noble, but he lacked experience, believing that simply overthrowing the World Government would bring peace and prosperity to the people. They had never considered overthrowing the oppressive upper classes of nations or the Navy.
Little did they know that even if the World Government were destroyed and the Celestial Dragons eliminated, replacing it with a new government wouldn't fundamentally change the situation.
Would the Kingdom of Goa change its policies just because a new World Government took over? Unlikely.
Realizing their past naivety, the Revolutionary Army launched this operation, targeting four nations simultaneously across the four seas.
It had to be said that true wisdom was rare in this world. Only a few, like Doflamingo and the Navy's strategist Tsuru, stood out. Others were mediocre at best.
The so-called "strategist" Sengoku's reputation was somewhat inflated, with many of Tsuru's achievements being credited to him.
As for Doflamingo, his plan to seize Dressrosa was nearly flawless. He had the people of Dressrosa drive out King Riku themselves. If not for the toy incident, even Luffy and his crew might not have been able to overthrow Doflamingo's rule.
Before Doflamingo took power, Dressrosa was frequently harassed by pirates, even to the point of a princess being taken hostage. Under Doflamingo's rule, the kingdom no longer suffered pirate attacks and became more prosperous.
In Daniel Davis's opinion, Doflamingo's biggest mistake was turning citizens into toys. If it were up to him, he would have used captured pirates as labor instead.
Of course, this wasn't an attempt to whitewash Doflamingo. In Daniel Davis's eyes, Doflamingo, who had been trafficking slaves, was a dead man walking. The same went for the executives of the Donquixote Family.
While many members of the Donquixote Family had tragic childhoods, that didn't justify their crimes. Just because someone suffered doesn't make their actions right.

The group soon arrived at the rendezvous point—none other than the Kingdom of Goa's treasury, the primary target of this operation.
War was expensive. One of the reasons the Revolutionary Army had been so weak in the past was a lack of resources. Now, as the Revolutionary Army expanded rapidly, the strain on their supplies grew. Plundering the wealth of four nations served not only to declare their stance but also to alleviate their logistical pressures.
Using Daniel Davis's secret portal, the entire wealth of the Kingdom of Goa was transported to the Revolutionary Army's base. This included not only money but also vast amounts of supplies, weapons, and even three Devil Fruits.
"We've received intel that Admiral Kizaru has been dispatched, and Garp is also heading toward the Kingdom of Goa."
At the Revolutionary Army's base, after completing the transport of supplies from the four nations, Daniel Davis didn't leave immediately. Instead, he stayed behind, waiting alongside Fujitora, the four army commanders, their deputies, and other elite fighters.
The attack on the four nations was only the beginning of this operation. The assault on the Kingdom of Goa was also a plan to lure out their enemies.
The World Government might not immediately send reinforcements to the other three nations, but Goa was different. Not only was it a high-ranking member nation, but it was also Garp's hometown. Hearing that Goa had been destroyed, Garp would undoubtedly return to check on it.
"What? The Revolutionary Army attacked the Kingdom of Goa? Dragon is there?" At Marine Headquarters, Fleet Admiral Sengoku couldn't help but shout when he heard the news from the Five Elders through the Den Den Mushi.
The timeline shifted slightly earlier. When Betty's ability plunged Goa into chaos, the World Government immediately received the news and relayed it to Sengoku.
"Yes. You must send reinforcements immediately." The Five Elders had no time for pleasantries and hung up after delivering their orders. The Revolutionary Army's actions had caught them off guard, as CP had failed to gather any prior intelligence.
"Sengoku, what's going on?" Garp, for once, set aside his senbei and looked at Sengoku with a serious expression. Tsuru, Kizaru, and Aokiji also turned their attention to Sengoku.
"The World Government just received word that Dragon is leading the Revolutionary Army in an attack on the Kingdom of Goa."
"How dare he?" Garp's face showed disbelief.
While the Revolutionary Army had always opposed the World Government and the Navy, this was the first time they had taken such direct action.
"He's already done it. Kizaru, you need to go immediately. No matter what, the royal family of Goa must be protected."
"Understood."
Without hesitation, Kizaru turned into a beam of light and vanished from the office. As a Navy Admiral, he knew when to act without question. Whether it was too late or not was one thing, but not going was out of the question.
After Kizaru left, Garp stood up and walked out without a word, ignoring Sengoku's calls.
"I'll go too." After Garp left, Aokiji offered.
"No. It's already too late. To avoid falling for a diversion, we need to keep at least one Admiral here." Sengoku immediately refused, then picked up the Den Den Mushi to order several Vice Admirals to accompany Garp to Goa.
Even Sengoku knew that by the time they reached Goa, it would be too late. But going was still necessary. Whether they made it in time was one thing, but not going was unacceptable.
Going and failing to arrive in time showed they had tried, giving the World Government an explanation and allowing them to justify their actions to the member nations.
If the World Government couldn't protect its member nations, who would pay the Heavenly Tribute?
"How dare they? Are they trying to start an all-out war with the World Government?" After issuing the orders, Sengoku's expression turned grave.
"Sengoku."
Just as Tsuru was about to speak, the Den Den Mushi on Sengoku's desk rang again. Picking it up, Sengoku's face darkened as he listened.
"What's wrong?" Tsuru asked immediately.
"Doru, Por, and Karami—three nations—have also been attacked by the Revolutionary Army." Sengoku set down the Den Den Mushi, his expression heavy.
"All four seas? Could their goal be to disrupt the conscription?" After a moment of thought, Tsuru's face also turned grave.
As the Navy's chief strategist, Tsuru was well aware of the locations of the World Government's member nations.
"Very likely."
The conscription's main source of recruits was the World Government's member nations. With their nations under attack, how many would be willing to send their troops to join the World Government, especially those in the four seas?
The Navy's main forces were in the Grand Line. The Revolutionary Army had survived for so long partly because they were far from the Navy's reach, and the seas were filled with pirates.
"This is troublesome." Tsuru frowned. If the conscription failed, the Navy's strength would plummet to its lowest point.
Just as Sengoku was about to speak, the Den Den Mushi rang again. After a moment of silence, Sengoku picked it up.
"What? Dragon is there? How is that possible?"
After listening for a moment, Sengoku slammed his fist on the desk, shattering it. His face was as dark as storm clouds.
"What's wrong?" Tsuru asked urgently.
"Dragon has appeared on Morris Island."
"What?"
Tsuru couldn't help but exclaim. Aokiji's expression also changed. Morris Island—while unknown to most, they knew it well. It was the location of the Buster Call fleet.
