It's just that when they saw Jimmy's FBI badge and the gun he revealed when he pulled back his clothes, no one voiced opposition. They simply left him alone and continued to gather around the fallen person, watching as they performed first aid and CPR.
Jimmy looked around the environment, not leaving them unattended, and continued to wait for Cage. Fortunately, it wasn't far, and within a few minutes, Cage drove up beside Jimmy.
"First aid kit!" Jimmy shouted to Cage. Cage fetched the car's first aid kit and went to the person, but after checking the carotid artery and airway to confirm they were temporarily okay, there was nothing more he could do. Now they just had to wait for the ambulance.
Jimmy instructed Cage to register the identities of these people, then pulled the person who spoke earlier aside. "Where did you rest before? Take me there later."
