"Of course this means that several of the current rules will change, but others will remain..." Alfred went on to outline the change of laws without vote or discussion:
1. Vampires shall never cause harm to a human.
2. Do not feed from a human. Upon its creation, only the blood substitute is to be used.
3. Do not turn a human or reveal the method for such to future generations.
4. Any breach of the rules is to be reported to Unit 2-18 or the Elites. Hiding those who have broken the rules will be punished severely.
5. Romantic or sexual relations with humans is strictly forbidden.
6. Never kill another vampire. Judgement will be decided by either the Elites or the members of Unit 2-18 only. No concessions will be given to a vampire that harms another for breaking the rules.
