Ayr was strong—this, they could no longer deny.

John spoke with a serious look on his face.

"How the hell is that possible!? Seven billion berries!?" Silver Axe broke out in a cold sweat, his voice trembling with disbelief.

"Kakakaka!!!" his laughter was forced, almost hollow.

Originally, they had scoffed at the idea that Ayr, along with Kaido and Shiki, had brazenly invaded Marineford—Naval Headquarters itself.

And deep within one of the grand chambers of the ship sailing through East Blue...

Back in the day, the Rocks Pirates—commanded by Rocks D. Xebec—had enough power to shake the entire world. Their dominance was absolute.

Even Monkey D. Dragon, now leader of the Revolutionary Army and son of the Marine Hero Garp, had taken interest in Gol D. Roger's execution long ago, going in person to witness it. That moment had reshaped his ideals.

"As you said," John muttered gravely, "this guy Ayr has stirred up chaos across the seas, again and again. He's clearly an enemy of the Marines and the World Government."

Despite suffering heavy casualties at the legendary Battle of the Valley of the Gods, Marine Headquarters remained the world's most powerful military force.

"Did those Ayr monsters really invade Marineford!?" Silver Axe growled.

If the news was true, then the three monsters—Ayr, Shiki, and Kaido—were now poised to challenge the world's order.

They'd wanted to eliminate Ayr ever since the Valley of the Gods, where the balance of the world began to crack.

They knew all too well how terrifying Marineford's war potential was.

Dragon took the bounty poster and the World Economic News paper Ivankov handed him. The sight froze him.

To prevent Ayr from becoming unstoppable, they had to strike now—before it was too late.

If monsters like Ayr could be persuaded to help, then the tide of revolution might finally begin to turn.

John narrowed his eyes. It was time to begin the operation.

Now, Ayr, alongside the likes of Golden Lion Shiki and Emperor Kaido, had the combined strength to shatter Marineford.

No one understood Ayr's growth better than these old pirates.

Especially now—his bounty had skyrocketed from six billion to an unprecedented seven billion berries!

They needed reinforcements. Urgently.

Ivankov passed Dragon a stack of bounty posters and the day's edition of the newspaper.

That one-billion-berry spike proved Ayr's deeds couldn't be underestimated.

Within a dim room, a man with a long, deep scar across his face and a billowing black cloak worked through endless reports. It was none other than Monkey D. Dragon, Supreme Commander of the Revolutionary Army.

"Seven
seven billion berries?" Dragon's forehead dripped sweat. The number stunned even him.

John, Silver Axe, and Ochoku froze the moment they saw Ayr's new bounty. Their pupils dilated.

Such an outrageous bounty
Dragon had never seen anything like it in his entire revolutionary career.

The pirates passed the posters between each other in silence.

"This isn't a hoax," Ivankov said gravely. "It was published by the World Economic News—the most credible source in the New World. And their official bounties are already circulating!"

Even for those who had clashed with Ayr before, this number was beyond their expectations.

Ayr's youthful age and ruthless reputation only made his threat more dire.

In the meantime

"Ayr's bounty
 seven billion berries!!!"

Dragon locked onto Ayr's bounty poster and muttered under his breath.

Their alliance, forged over years and tempered by conflict, had amassed elite warriors, spies, and commanders from across the seas.

Ayr, Golden Lion, and Kaido had already proven capable of attacking Marineford and escaping alive.

They understood the weight of the news. It wasn't just rumors—it was a declaration of war.

Ivankov leaned forward. "I'm certain that Ayr has no love for the World Government. He might be willing to side with us, even if only temporarily."

"Those bastards
did they really breach Marineford?" Silver Axe asked again, still unable to accept it.

"Take a look, Dragon."

"A bounty poster? Hand it over!" Silver Axe said, yanking it from John's hand.

In the distance, a Revolutionary Army flagship surged across the open sea.

They checked Ayr's bounty again, as if reading the number wrong the first time.

And now, they were the ones being hunted.

The Revolutionary Army's true mission had always been to destroy the World Government's oppressive rule.

Dragon's hand trembled slightly as he held the poster. He took a deep breath and focused.

Bounties didn't increase easily at the high end. Going from six to seven billion berries required an event of catastrophic magnitude.

He knew. He had once been a Marine officer before going rogue.

They had never faced Ayr directly before, but the time was coming.

Even Gol D. Roger, crowned Pirate King, had never reached such a bounty. Nor had Whitebeard, despite being known as the strongest man in the world.

But relying on the Revolutionary Army alone wouldn't be enough.

Unfortunately, the attack on Marineford had been blocked by Golden Lion and Kaido at the last moment, stalling their full invasion.

Back in the Rocks era, Ayr had been the most promising monster among them—more dangerous even than Kaido or Big Mom.

Seven billion berries.

The world had never seen a bounty that high—until now.

"I think this monster Ayr might be the very weapon the Revolutionary Army needs," Ivankov said solemnly.

Since the Battle of the Valley of the Gods, Ayr had been whispered about as the strongest pirate alive.

"We need a new plan," Silver Axe said coldly. "We can't let Ayr grow any stronger. Let's drown this beast in the sea!"

Their goal had always been to destroy the power centers of the New World.

They respected Kaido's growth and admitted his forces had grown formidable over the past decade.

"Kaido's at 4.611 billion berries now!"

"Shiki's pushing 5.3 billion!"

Even Shiki—one of the Rocks crew's pillars—was considered one of the strongest pirates alive.

In Ivankov's view, Ayr might be key to their cause.

"We allowed this beast Ayr to evolve unchecked for far too long!" Ochoku sighed.

"Something wrong, Ivankov?" Dragon asked without looking up.

The attack on Marineford by the three monsters changed everything.

In the future, Ayr would only grow more terrifying.

But for now, the Revolutionary Army had to prioritize their own rise.

Still, seeing all three bounty posters together sparked a realization.

Even then, Silver Axe struggled to accept the reality.

"If we can bring Ayr to our side, then yes
overthrowing the World Government may finally be within reach!"

This turn of events had already shaken Marine HQ—and rattled the Five Elders at the Holy Land of Mariejois.

"This monster threatens all our future plans," John declared. "With our alliance, we rival any Yonko force. It's time we make a move—on Ayr!"

Their ship sailed steadily toward Loguetown, East Blue's historic harbor.

In one sea of East Blue, the Revolutionary Army's purpose remained clear—to challenge and eventually topple the World Government.

Dragon finally calmed himself, exhaling deeply.

If it wasn't for some world-shattering act, Ayr's bounty would never have reached seven billion.

The son of Garp had once sworn to uphold justice.

Now, he led the rebellion.

And finally, he would face Ayr—not as a Marine, but as the revolutionary who would bring the world to its knees.
