Tony Stark had delivered the fabricated explanation just as intended. Now it was up to the world to decide whether or not they believed it.
The World Security Council, upon receiving the report, didn't fully trust the contents, yet they approved it regardless. That was the nature of powerâalways planning for the worst-case scenario.
The ruin held something truly dangerousâso dangerous that even Shen He feared it could fall into the wrong hands, or worse, be destroyed outright.
"We can still push harder," one council member said.
"Agreed. Based on Shen He's psychological profile, he doesn't want open conflict with us."
"Our edge in global opinion is still in play."
"He cares about his reputation."
A strategy quickly formed. The Council remained convinced Shen He wouldn't dare retaliate. So, on the third day, General Ross, following orders, gave the command:
Advance on the Cree ruins.
A full military deployment followed: infantry, tanks, helicoptersâthe full might of a modern force. Journalists accompanied them, broadcasting the operation live across the globe. After all, within the U.S. border, the military had the right to go anywhere. Public sentiment and legal authority were on their side.
Untilâ
BOOM!
A white-haired youth descended like thunder from the heavens. The ground rolled violently as rows of tanks flipped over. Scorching black energy beams tore through the air, disintegrating helicopters mid-flight.
Chaldea had made its moveâlive, before the eyes of the world.
General Ross's heart pounded. Sweat poured from his brow. An all-out war order against Chaldea felt imminent.
But deep down, he knewâit would be suicide. Even nuclear force wouldn't ensure victory.
Viewers worldwide erupted in shock. The fates of ground troops were uncertain, but the helicopter personnel were confirmed deadâslain by the hero who once protected Earth.
"What is going on?!"
"Is Chaldea declaring war?"
"They just killed our soldiers!"
"Raise global alert status!"
The avalanche of information rushed toward Coulson, Tony, Steveâeven agents embedded in Virtual Reality Co. held their breath. Was Chaldea launching a campaign for global domination?
Shen He received an urgent call from Coulson.
Face-to-face on a video call, Coulson appeared strained and uncertain.
"Do you want to go to war with the world?" he asked.
Shen He studied his expression. "And if I said yes?"
"I... I don't know."
Coulson's rare silence spoke volumes.
Semiramis had been right. Virtual Reality Co. had become too vital to Chaldea to risk outsiders gaining control. Only their followers could be trusted.
"Relax," Shen He said with a calm smile. "There won't be a war. The power gap is too wide. As long as we don't make the first move, no one will dare confront us."
This wasn't a conflict with simple-minded gangsters.
Chaldea had already defeated extraterrestrial threats. What could Earth's military possibly do?
Just as Shen He predicted, U.S. forces surrounded the ruins in defensive formation. But none dared cross the invisible boundary guarded by Misaka Mikoto Alter and Accelerator.
The Battle of New York had demonstrated what "Chaldean followers" could do. Even if they overwhelmed the ruin initially with numbers, reinforcements would ensure a decisive Chaldean victory. That was a certainty.
So they turned to public outcry and Shen He's public image.
Global headlines surged with outrage. Fallen soldiers electrocuted by Misaka Mikoto Alter became symbols of sacrifice. "Guardians or Invaders?" was the question splashed across every media outlet, with Shen He at the epicenter.
And yet, Shen He remained calm.
He understood public opinionâit was merely a tool for those in power. They could paint heroes as villains and vice versa.
But continued silence risked total confrontation.
Using Virtual Reality Co.'s media infrastructure, Shen He issued a statement:
> "The ruins contain weapons that threaten the survival of human civilization. Doubt our motives at your peril. Chaldea will uphold its guardianship at any costâeven if that means retreating from the public eye."
"Guardian" had become a banner.
Initially, Shen He had borrowed the term from the ideals of Chaldea's former world. Now, he saw its potential.
Chaldea's declared purpose was simple: safeguard humanity. Not governments. Not populations. Just civilization. They weren't beholden to anyone. They weren't heroes.
There were no moral constraintsâonly the mission.
Now the World Security Council had to respond.
His firm stance only reinforced what they already suspectedâwhatever lay in those ruins terrified even Chaldea.
"We can say America will not tolerate threats. Use that to justify force," one member suggested.
"But the risksâwhat if the ruins hold something we can't understand?"
"Only two people are guarding it. We can overpower them."
"But what if Chaldea retaliates? They could dismantle the entire world order."
Silence.
These were the planet's most powerful decision-makers, yet they hesitated. They could no longer discern a clear path forward.
Because strengthâtheir greatest weaknessâwas no longer theirs.
Shen He didn't wait.
He sent Kusuo Saiki.
Accelerator and Misaka had made their statement. But with Saiki's appearance, deterrence became absolute.
The red-haired, impassive youth had terrified the world during the New York battle. Now, with him stationed over the ruins, the Council lost all confidence.
"No way we can act now."
"Hold our position."
"Double down on the media campaign. We need more intel."
They clung to public perceptionâbecause if they pushed too far, Chaldea might retaliate. And while Chaldea might lose face, they would lose everything.
Some finally admitted regret.
They should have engaged when Chaldea first emerged. Now, it was too late. The organization's true depth remained unfathomable.
Orders trickled down. General Rossâstill stationed at the Cree siteâfinally exhaled, just a little.
The New York battle's smoke had barely cleared. A new storm loomed.
Ordinary citizens were outraged.
Truth couldn't be hidden by PR. Chaldea was Earth's true defense forceâthose who repelled alien invasions. If they turned their backs now, who would protect humanity? The retreating military?
Protests broke out across the country. People waved banners denouncing the army's "foolishness."
Even Shen He was surprised.
Despite Accelerator and Misaka's aggression, and without any PR response, Chaldea still had supporters?
They were fewâbut they mattered.
They cracked the World Council's media monopoly. Because tomorrow, Semiramis's Sky Garden would rise.
That moment would change everythingânot just for the public, but for global power brokers.
Sky Garden represented a new superstructure. A symbol of total Chaldean control. A massive "cake" they no longer had a piece of.
The night dragged on, tense and sleepless.
People feared they'd awaken to war.
But a new chapter waited instead.
Shen He slept peacefully. He no longer struggled with his transformation. His mind was clear. Chaldea stood unchallenged. There was nothing to fear.
In the morning, he found a message from Coulson.
General Ross had approached himârequesting access to the ruins under peaceful terms.
Coulson refused.
Still, Ross tried. He sent in a covert team.
They were found. Dragged out by Kusuo Saiki and thrown back across the border like garbage.
That gave Ross hope. Perhaps Shen He's "no entry" policy allowed exceptions, and yesterday's fatalities had been the result of misjudged followers, not official policy.
So, the stalemate continuedâuntil someone was brought before him.
A ragged man with wild eyes.
"I know what's inside the ruins," he said.
