Yet, some entities remain exceptionalâlike the Inhuman Kingdom of Attilan, now closely aligned with the enigmatic Chaldea.
Black Bolt, the silent monarch of the Inhumans, detected the Sky Garden's emergence almost immediately and canceled all diplomatic meetings to personally investigate.
"You're just in timeâwe were about to have lunch. Come join us," said Shen He, seated comfortably in the villa's dining room. He eyed the elaborate meal. "Jeanne, is our chef getting lazy? All we have is this one pot of 'Buddha Jumps Over the Wall.'"
The rich aroma of the dish betrayed its true originâprepared not by staff, but by Erina Nakiri herself, mimicked by the loyal maids.
"She's training for the Elite Ten selection at Totsuki Academy," Jeanne replied with a calm smile, setting a steaming bowl before Shen He. "She told you she requested leave."
"Did she?" Shen He frowned, trying to recall. Knowing Erina, she likely left a note in the kitchen. Either way, he likely approved it absentmindedly.
He noticed Black Bolt and his companions hesitating and chuckled. "No need for formality. We don't stand on ceremony here."
Usually, it was just Violet Evergarden, Jeanne d'Arc, and occasionally Saiki Kusuo at the table. Even then, conversations were light, and meals more meditative than social.
"Thank you for the hospitality," Black Bolt signed, nodding respectfully. His anxious demeanor calmed once seated, the delicious food further easing his unease.
"Our chef comes from a world where culinary arts define one's status," Shen He explained as if showing off. "The multiverse is vast, and some worlds are ruled by chefs. To be part of Chaldea is to witness miracles."
"Chaldea truly defies imagination," Medusa, Black Bolt's interpreter and queen, replied softly. "We are honored to work with you."
Shen He waved off the compliment. "I support you because I believe Blackagar Boltagon's strength is one of Earth's safeguards. As long as that belief holds, so will our alliance."
Black Bolt nodded but exchanged a subtle glance with Medusa. Shen He's key phrase was "I believe." It was a reminder: Chaldea's loyalty was earned, not owed.
Had Shen He not intervened during the Celestial Awakening arc, Attilan would likely be rubble now. The Inhumans had no other choice but to follow.
Under the table, Black Bolt gently squeezed Medusa's hand.
"Mr. Shen," she asked politely, "Sky Garden is breathtaking. Might we purchase a residence there?"
"Just a residence?" Shen He raised an eyebrow, a teasing smirk appearing.
"If you'll permit it," Black Bolt signed, "we'd like to establish Attilan's economic core here. Under Luna Lafayette's leadership, Sky Garden could become Earth's safest and most advanced city."
With this, Black Bolt surrendered initiativeâa calculated gesture made the moment they arrived.
"I'll allocate you a zone," Shen He replied thoughtfully. "But Sky Garden isn't for sale. Only leasedâunder strict regulations. Security will be ironclad, but administrative controlâtaxation, economic policy, and zoningâwill be under Semiramis."
He made no secret of his ambitions. Sky Garden was his bid to challenge the global status quo.
"We accept," Black Bolt signed with an earnest glint in his eye. "We have faith in Chaldea."
And why not? The recent failures to integrate Attilan into global economics proved one thingâthey were unwelcome. Earth's power structures resisted them. But here, in Shen He's floating utopia, they had leverage.
Both sides got what they needed. Shen He gained elite allies. Attilan gained a future.
By that same evening, the world had changed again. Chaldea and Attilan jointly released a statement: the Sky Garden would host a new palace for Attilan's royal family.
Anyone thinking it was just "another residence" was naĂŻve. The world knew: this was Chaldea's invitation.
Sky Garden wasn't a monument to luxuryâit was a message.
First to panic were mid-tier corporations. Unlike tech titans like Oscorp or Roxxon, they couldn't compete with Chaldea. They scrambled to contact Virtual Reality Corp, desperate to reach Shen He.
Day one, and Sky Garden had already begun disrupting the global economic order.
But Shen He didn't rush to say yes to everyone.
Questions of land rights, lease models, zoning, taxationâthis wasn't a trivial endeavor. These tasks could only fall to Semiramis, the Empress of Babylon and Sky Garden's architect.
By the next morning, Virtual Reality Corp dropped a video that shook the globe.
The footage began with sweeping views of Sky Garden's sprawling platforms and lush environments, moving toward an opulent palace. There, clad in obsidian robes, Semiramis reclined on a throne, fingers brushing her cheek, gaze piercing the lens.
"The Sky Garden of Babylon is a jewel without equal."
She extended one graceful hand as if clutching the palace itself.
"Only those deemed worthy by Gu may share this treasure. Let Gu witness how many bold souls remain in this world."
Ten seconds. One message. The world trembled.
Ordinary people felt inspired. They dreamed of life in paradise. But power brokers saw clearlyâthis was a claim of sovereignty. Semiramis was staking her rule, and Chaldea had endorsed it.
Behind the scenes, things shifted fast.
In 48 hours, Semiramis created her own "Maid Corps" from VR Corp's staff. These elite women formed her political networkâgarden planners, economic advisors, diplomats.
Phil Coulson, once the stabilizer of Earth-Chaldea relations, found his authority slipping. His structureâmodeled after old SHIELD protocolsâwas outdated.
Semiramis offered a new hierarchy: new positions, new power, new purpose. People flocked to her.

Semiramis gutted Stark Industries' influence in VR Corp. She purged executives and restricted J.A.R.V.I.S., even rewriting access protocols.
Stark stormed into Shen He's office, visibly frustrated.
"Can you get your empress under control?" he snapped. "Pepper's fielding calls from 500 ex-employees, and JARVIS is having a nervous breakdown. Don't tell me this was your plan."
"It wasn't," Shen He admitted, hands raised. "I didn't expect this either."
