This at least shows that "Razor" Modos is very astute. He discovered the characteristics of the infected people and used a few constantly noisy creatures to almost drive all the infected out of the city. Then he led his men to reinforce the city walls, keeping the infected outside the tightly closed city gates.
These infected are different from swarms of locusts. They cannot jump or climb walls; a tightly closed gate is enough to block their path.
