The six main areas are actually six factories.
It's just that some factories don't have much work.
These are places where the family leaders reside.
From the prison's perspective,
these inmates are pretty much workers, since the prison needs to operate, and the money inmates earn from working is definitely a major support.
As for the government... how much authority the government of Mexico really has, that question should be directed to the drug lords.
Hence, some prisons simply keep their gates wide open.
Inmates go out to work during the day and come back at night, or they work in the United States.
As long as they don't run away, we take a cut of whatever they earn.

It's said that the prison has a history spanning a hundred years.
And the absence of prison bars is due to the lack of government funding for repairs.
