As soon as the Three Kage arrived at the Konoha base camp, they were met with teasing from their old rival, Fuji. Though his words were lighthearted, irritation stirred in their hearts.
Though all three of them had been defeated by Arima not once, but twice, they still stood at the pinnacle of the shinobi world.
The trio simply stood their ground in silence, wordlessly expressing their displeasure.
Not wanting the talks to start on a sour note, Arima offered them a way down from their high horses.
He smiled and said, "I invited the three of you here today to discuss an important matter. Please, have a seat and enjoy some warm tea. Let's have a proper conversation."
Hearing this, the three Kage didn't wish to escalate the issue. Without a word, they took their seats around the small firepit.
It was because Arima had earned their respect through strength. Had it been anyone else, they would've lost their tempers on the spot.
Arima took his seat at the head of the table, while Fuji played the role of host, pouring tea for everyone present.
Arima sipped the fragrant tea carefully, nodding in satisfaction. Then he asked, "Fuji-san, this is excellent tea. Where did you buy it?"
Fuji grinned. "Last year, I was on a mission in the Land of Tea. I managed to get some from the daimyo himself. It's rare stuff. If you like it, I'll bring you more next time."
Arima then turned to the Third Kazekage.
"Kazekage-dono, do you have an interest in the art of tea?"
Kazekage drank the hot tea and replied, "I do enjoy it in my downtime. The Land of Wind faces the Land of Tea across the sea, and many merchants bring tea across to us.
But it's a luxury only the nobility can afford. The common folk usually drink white thorn fruit tea from the desert. It's quite good as well."
Arima nodded and then turned to the Third Mizukage.
"Mizukage-dono, do you know the market price of rice in the Land of Water?"
Mizukage squinted, thinking for a moment, then said, "I'm not sure of the exact price, but I know it's more expensive than most seafood."
"In the Land of Fire, agricultural products like rice are cheap," Arima said. "But seafood is always in short supply."
He turned to the Third Tsuchikage. "I've heard you enjoy wine, Tsuchikage-dono. It seems many of your people make their living growing grapes."
Onoki nodded proudly. "That's right. The Land of Earth not only produces excellent wine, but merchants also buy cocoa beans and olives in bulk. I know you like honey, Hokage-dono. I'll bring you some next time."
Arima smiled. "I'll thank you in advance for the gift, Tsuchikage-dono."
Then, without further preamble, he got to the heart of the matter. "I believe you already understand why I invited you. I want to unite the entire shinobi world. What are your thoughts?"
The three thought to themselves, 'Like we have a choice… He holds the knife, we're the meat on the board.'
None of them spoke.
Arima had expected their reaction and said calmly, "I'm asking because I still believe in peace first. As for military force, that's my last resort."
Since he'd made it this far, the trio could no longer avoid the topic.
Onoki was the first to speak. "Why are you so determined to unify the shinobi world, Hokage-dono? Isn't it better to let each village grow in its own way?"
Arima smiled faintly and asked in return, "Have you forgotten, Tsuchikage-dono, that ten years ago, Iwagakure sent its army into the Land of Fire to reap the spoils of war?"
Onoki gave an awkward chuckle. "That's true… Iwagakure did act rashly. The Land of Fire's vast resources tempted our predecessors."
Arima's eyes shifted to Mizukage, the implication clear, Kirigakure had also attempted a sneak attack on the Land of Fire in the past.
Kazekage was just beginning to feel relieved that his predecessor hadn't participated in that war, and therefore hadn't left a handle for Arima to grab, when Arima turned to him.
Kazekage spoke quickly, "Our Land of Wind has always maintained peaceful relations with the Land of Fire!"
Arima leaned back, smiling ambiguously as he stared at Kazekage for a long moment.
Under that gaze, Kazekage felt increasingly uneasy.
Then Arima said casually, "Kazekage-dono, surely you haven't forgotten that you once tried to ambush me?
I found your plan while en route to the Land of Roran, I dropped by your office and discovered a detailed invasion plan.
You intended to use the Land of Rain as a springboard to attack us."
Kazekage gave a sheepish smile and said nothing. He hadn't expected Arima to have infiltrated his office without him knowing.
Onoki and Mizukage tensed up instinctively. They didn't know whether Arima had snuck into their offices too. After all, some of their villages' most classified documents were stored there.
Suddenly, the three Kage felt on edge, as if danger lurked in every shadow.
Seeing their nervous expressions, Arima chuckled and reassured them, "Relax. There's not much left in this world that piques my curiosity. I've got no interest in wandering your offices."
The three let out a collective sigh of relief.
Just then, Fuji got up and poured everyone a fresh cup of tea.
The Kage instinctively picked up their cups, sipping as they tried to calm themselves.
In front of Arima, they felt like children again, overwhelmed by the pressure of his presence. It reminded them of being scolded by elders in their youth.
Arima went on, "I hope you'll support my vision of a unified shinobi world. I want to reduce war and needless death."
His expression grew solemn, his eyes narrowing. "But there's another reason this unification is vital."
The others held their breath, sensing something serious.
Arima said, "Our world will soon face an invasion from another realm."
They blinked, confused. "Another realm?"
Arima led them outside the tent and pointed at the moon. "Do you believe there could be life on the moon?"
They shook their heads, unsure of his meaning.
"Do you remember the man in the black cloak?" Arima asked.
They nodded, indicating for him to continue.
Arima said, "From what I've learned, his body has already been corrupted by an otherworldly being.
Soon, that being's consciousness will fully awaken, and when it does, it may attempt to conquer our world. If we combine our strength, we might have a chance of resisting."
The others were shocked. Until now, they'd believed the shinobi world was the entirety of existence.
Arima's revelation left them stunned, and even a little excited at the thought of exploring another world.
But Arima quickly interrupted their wandering thoughts.
"Don't get ahead of yourselves. Even I can't handle him right now. Besides, we don't even know how many of these otherworldly beings are already among us."
Arima bowed solemnly to the Kage.
"The unification of the shinobi world is inevitable. For the future of our children and their children, I ask you to stand with me and fight for a chance at survival."
Moved by his sincerity, the three Kage were silent for a moment.
They knew full well Arima could've ignored their opinions and crushed them with force.
Onoki smiled. "I've heard tales of your charisma, Hokage-dono. Seeing you today, I must say, you live up to your reputation.
I'll shoulder the blame if necessary. I agree to join forces with Konoha and Kumogakure to build a new shinobi world."
Mizukage narrowed his eyes and nodded. "Kirigakure will join as well. The daimyo has been meddling in village affairs for too long. I've been meaning to cut their influence. Your proposal is perfect timing."
Kazekage quickly added, "Sunagakure is more than happy to ally with Konoha. Your space-time barrier technique is exactly what the Land of Wind needs, it's a lifesaver!"
And so, under Arima's leadership, Konoha and Kumogakure formed a preliminary alliance with the other three great shinobi villages.
The four immediately drafted a basic agreement, laying the groundwork for a future Five Nations Alliance.
This pivotal tea meeting was later recorded in shinobi history as the Dawn Summit of the Shinobi World.
By now, the sun had risen high.
Arima personally escorted the Kage back to their respective camps.
Their safe return brought immense relief to the waiting shinobi. The recent events had left unforgettable marks on everyone present.
Then, under Arima's witness, the three Kage announced the alliance to their forces.
Though surprised, the shinobi were not opposed. After all, Kumogakure had already paved the way.
And they had long heard of the Third Hokage's miraculous space-time barrier. The idea that it could instantly transport someone across nations was fascinating, and only he could set it up.
To them, the alliance promised both independence and convenience. Who wouldn't want that?
With that, Arima had taken the first step toward realizing his dream of unifying the shinobi world.
Now came the countless administrative duties, but he didn't mind.
In Konoha, at the Third Hokage's residence, the real Arima had spent a warm night with Tsunade.
He now lay on his side, admiring her sleeping face, especially her soft lips as they moved with her breath. He couldn't resist leaning in to kiss them.
Just then, the system's voice echoed in his mind.
"Shinobi world unified. Countless future generations will benefit. Great virtue achieved. You've earned two special rewards: a Kekkei Genkai of your choice and one million virtue points."
Arima was both surprised and delighted. His clone had evidently completed the task he'd given it.
What caught him off guard was the massive virtue point reward, one million points!
He had long desired the Three-Tomoe Rinnegan, especially its dojutsu.
With that power, he might stand a chance against Jigen.
However, that technique required a staggering five million virtue points.
Back then, he'd been discouraged. Five million points? When will I ever reach that?
Now, after unifying the shinobi world for the good of humanity, he'd unexpectedly gained a huge sum. For the first time, the dream seemed within reach.
'I'll build the shinobi world into something great,' Arima thought.
A knock came at the door, waking the slumbering Tsunade.
She opened her eyes to see the man she loved inches away, still holding her just like before they fell asleep.
She wrapped her arms around his neck and kissed him deeply.
Arima felt the warmth of her soft lips and the taste of her breath. His fatigue vanished instantly.
Tsunade felt the depth of his love. She playfully bit his tongue and whispered, "You've worked hard all night, Arima. Here's a reward, but don't overdo it."
Arima gently tapped her forehead. "You're the one overdoing it, starting fires and refusing to put them out."
Another knock interrupted them again.
Arima sighed. "We should get up. Little Natsuka's already knocked twice. It's nearly noon. I'll have to teach this afternoon instead."
Tsunade asked, "Why are you teaching?"
Arima answered, "I've brought in four Uchiha elders to teach alongside me. Maybe it'll humble them and make their descendants reflect a bit, instead of walking around like the world owes them something."
Tsunade perked up. "I want to teach too! I'll train medical-nin and make sure every squad has at least one medical ninja."
Arima nodded. "Draft a proposal. If it passes review, you can start implementing the new system."
Tsunade beamed and kissed him again.
Outside, Natsuka knocked once more.
Arima chuckled. "Our little Natsuka is so diligent and honest. I wonder if little Yuna will be like that?"
Tsunade blushed at the mention of Yuna and pinched his waist. "She'll be a little brat, for sure. You'll have your hands full!"
They got up and dressed.
Tsunade carefully helped him with his outfit.
Looking at her confident, radiant lover, she hugged him tightly. "Arima, I love you most in this world!"
Arima smiled and patted her back. "And I love you, my dear."
