Holy Land, Mariejois
The room was dimly lit, silent but for the faint rustle of ancient robes. The Five Elders stood around the table, their aged faces cold, unreadable.
"Rael..." one muttered, placing a sheet of paper down. "Again. He's made it onto three more regional reports."
Another nodded, fingers steepled. "Alabasta. Baroque Works. And now—strange movements around the islands he visits. People follow him. Some even... praise him."
"Ridiculous." The bald elder with the sword scowled. "This Rael is just another pirate who got lucky. Like so many before."
"Not quite," the one with the long mustache said calmly. "He doesn't move like the others. He's not gathering fame intentionally. And that's what makes him dangerous."
Another added, "The Cipher Pol reports say he brushes them off like insects. They haven't gotten close since Loguetown. But he knows."
A heavy pause. Then, the man with the sword said grimly, "Should we eliminate him?"
"Eventually. But not yet," the oldest among them murmured. "Let him rise a little more. The higher he climbs, the harder he falls."
Red-Haired Shanks – Somewhere in the Grand Line
The warm breeze swayed the sails of the Red Force as Shanks looked out at the horizon, bottle in hand, an amused smirk playing on his lips.
"So... another one from East Blue's stirring things up, huh?"
"You're not worried?" Benn Beckman asked, watching his captain closely.
Shanks chuckled. "Worried? No. Curious? Definitely."
"What's your read on him?" Beckman lit his cigarette, exhaling slowly.
"He's not like Luffy. Not loud, not reckless. But he's got this... quiet fire. Like he knows exactly what he's doing, even if he doesn't show it."
"Some people are already calling him a hero," Yasopp chimed in from the mast.
"A hero in the world of pirates," Shanks mused, shaking his head with a grin. "Funny how fast titles stick."
He turned to his crew. "Keep an eye on him. But don't interfere. Let him find his path. If he makes it far enough... we'll meet eventually."
Baltigo – Revolutionary Army Base
"Rael?" Dragon repeated, reading the latest report from their field agents. His expression was unreadable.
"Yes. He's been dismantling systems. Governments that were quietly controlled by pirates or the World Government," said Sabo, tapping the report.
"And he doesn't even claim it. No speeches, no flags. Just action."
Dragon nodded slowly. "That's why he interests me. He moves like someone who doesn't care about glory—but he still leaves a trail of change."
"Should we approach him?" Sabo asked.
"Not yet. If we move too early, he'll walk away. He doesn't trust easily. Let him keep doing what he's doing... and when the time is right, we'll make an offer."
Kuraigana Island – Dracule Mihawk
The world's greatest swordsman leaned against a stone pillar, the report in his hand fluttering in the wind.
"Rael..." he said softly. "So the rumors were true."
Perona floated nearby, pouting. "Another pirate causing trouble? Ugh, why do they always act like they're invincible?"
"He's not loud," Mihawk muttered. "But he's effective. Strategic. Precise. Like a blade that cuts only once—because that's all it needs."
He glanced at his sword. "I'd like to meet him someday."
Amazon Lily – Boa Hancock
Rael's name was whispered even within the palace halls of Amazon Lily.
"What is it about him?" Hancock asked aloud, sitting on her throne. "Why do I keep hearing about this man?"
Her sisters looked at each other, uncertain.
"He's powerful," one said. "But more than that... the way he helps people. He doesn't demand worship. He doesn't even stay long. But people remember him."
Hancock stood, her expression unreadable. "...Strange. Even I find myself... curious."
Back to Mariejois – Five Elders Again
As the sun dipped below the clouds, the Elders sat once more.
"Rael is gathering attention. Not just ours. The Red-Haired, the Revolutionaries, even some Warlords."
One elder tapped the table.
"Then it's time we speed things up. Mobilize Cipher Pol 0. And begin contingency planning."
"What if it's too late?"
"It won't be. He's just a man."
Silence.
But for a moment—just a moment—doubt flickered in one of their eyes.
