The reason Clark didn't strike during the evolution wasn't because he wanted to fight it after it had fully evolved—but because, as it evolved, the monster's body and appearance underwent a dramatic transformation. Simply put, it became… more beautiful.

Originally, Serizawa thought that after Clark's attack, all they'd get was a corpse for study. But seeing the monster stand again with his own eyes, Serizawa confirmed it: this was Godzilla.
But now Serizawa had new worries. Even if this really was Godzilla—could it defeat Clark? Could it escape from him? And if it did escape, would they be able to find it again? All of these questions now raced through Serizawa's mind.

Under the watchful eyes of Clark, Serizawa, and the entire population of Tokyo, the newly evolved monster charged at Clark once more.
Even though its body had dramatically transformed from its evolution, the same thing happened: Clark stopped the charge with just his right hand.
At this point, Godzilla still couldn't breathe fire and could only engage in melee. Faced with a vastly more powerful and far more agile opponent, his tragedy was just beginning.
Perhaps knowing how thick Godzilla's hide was, Clark didn't hold back as he began to pummel it. He knew that if his blows were too gentle, Godzilla might not even feel them.
But even though Clark wasn't trying to kill Godzilla—he didn't activate solar flare mode, nor channel the full extent of his internal energy—his punches still landed with brutal force, one after another.
Even for a monster like Godzilla, with skin thick as armor, Clark's endless barrage was too much. Realizing that even after evolution, it might not be able to win against this "small" opponent, Godzilla made a decision: strategic retreat.
After being sent flying by yet another punch, Godzilla rose again, but this time it didn't charge. It turned and started running toward the coastline.
Despite not being agile, with its massive body, each step covered dozens of meters. Within moments, it had reached the beach.
"It's running? It's running!""The monster is gone!""Long live Superman!"
As soon as the fleeing Godzilla was noticed, the citizens of Tokyo cheered. Although the monster's attack and the ensuing battle had left the entire coastline of Tokyo Bay nearly in ruins, the people felt it was worth it—as long as the monster was driven away.
After all, thanks to decades of Ultraman and anime, Japanese people had become used to the idea that a kaiju invading and destroying half of Tokyo was just part of life.
"Trying to run? Can you run?"
As Godzilla was about to plunge into the ocean, Clark suddenly appeared in front of it in a blur.
Startled by his sudden appearance, Godzilla kept running and passed right beside Clark.
"Just a bit more, almost there..."
As soon as the seawater reached its thighs, Godzilla felt a glimmer of hope. One more leap and it could return to the ocean—far from this demon king.
But as it jumped forward… it didn't dive into the ocean as expected. Instead, it splashed into the water and fell flat.
Looking back, Godzilla realized the reason: the little guy had grabbed its tail.
"Come back!" Clark shouted as he tugged on the monster's tail. The hundred-meter-long creature was swung through the air like a whip and smashed into the wreckage behind them.
BOOM!
With a deafening crash and violent tremor, Godzilla slammed back into the same ruins Clark had pummeled him into before.
