If a decision made by the Divine Realm Committee is unacceptable to the masses, or if more than one-third of the gods jointly propose a motion, a Divine Assembly can be convened. If more than two-thirds of the gods attend and receive more than two-thirds of the votes, the gods can intervene in the system and the Divine Realm Committee's decision.
Generally, a Divine Assembly is difficult to convene. No one wants to offend the God-King, and besides the God-King, there is virtually no one who can rally more than one-third of the gods, let alone obtain the support of more than two-thirds.
If such a being existed, the Asura God and the Destruction God would likely directly punish them.
Therefore, the Divine Assembly is practically non-existent and hasn't been held for hundreds of thousands of years; matters of the Divine Realm are basically decided by the Divine Realm Committee.

"I'll settle accounts with you later for the trouble you caused by descending to the mortal realm without permission. At the upcoming meeting, no matter what, Xiao Wu, you must speak with me and stand on my side, understand?" "
The regulations prohibiting gods from descending to the mortal realm without permission absolutely cannot be abolished, otherwise Douluo Continent will be overrun with gods."
