Of course, it was the Marines holding him accountable for what happened on Vanilla Island.

"Creed, you brat! You bastard! How dare you run off to Big Mom's territory to stir trouble—are you trying to kill me with anger?!"
"And I hear you even extorted twenty billion Berries?! You're finished, brat!"
Sengoku's furious roar blasted through the line. He already regretted deeply sending Creed to the New World.
Creed's ability to cause chaos far exceeded expectations—beating up two of Big Mom's sons, destroying her factories, and extorting billions. Even the other Emperors wouldn't dare such madness!
The Den Den Mushi's face shifted, half turning into Garp's.
"Brat! Get back here at once! I want to hear exactly how you beat Katakuri. I heard his Observation Haki had reached unbelievable heights, yet you still defeated him. Tsk, tsk…"
Unlike Sengoku's rage, Garp's tone carried pride.
"Marshal Sengoku, be reasonable! Ain and I were just shopping on Vanilla Island, when they ambushed me, even putting a twenty billion bounty from the underworld on my head. What did you expect me to do—sit and wait to die? Ask Ain if you don't believe me!" Creed countered immediately.
"Reporting, Marshal, the situation was exactly as Commander described," Ain quickly confirmed.
"Enough! Return to headquarters at once. I want to see you here in five days. That's an order."
In the Marshal's office at Marineford, Sengoku slammed the receiver down, gnashing his teeth.
Even with Akainu, Aokiji, Kizaru, and several vice admirals present, the room was deathly silent. No one dared speak, their expressions grim.
Creed's defeat of Oven and Katakuri had just reached Marine HQ, and Sengoku had urgently gathered the high command to discuss countermeasures.
For years, the balance between the Yonko and Marines in the New World had remained relatively stable. Minor skirmishes occurred, but rarely large-scale battles.
Now, a Marine base commander had stormed into Big Mom's territory, beaten two of her sons—including Katakuri, her "greatest masterpiece"—and extorted billions.
This was open provocation, almost a declaration of war.
"It's my fault. I should've vetoed the proposal to send that brat to the New World," Garp said, putting down his rice cracker with a guilty face.
"You're one to talk!" Sengoku roared. "Wasn't it your proposal to send him there in the first place?!"
Exposed, Garp scratched his head and laughed awkwardly, "Old age, forgetfulness… sorry, sorry."
"So now the Marines must go apologize in person? That doesn't sound right either…" Kizaru muttered, lazily picking his nose.
"This is troublesome. Big Mom won't let this slide, unless we show weakness first. That brat's courage is truly shocking," Aokiji said thoughtfully.
"Defying discipline again and again, acting recklessly! That Creed should be stripped of rank and locked up. But pirates are trash—even killing them is fine! And you expect us to apologize to them? I, Akainu, will never agree!" Sakazuki snarled coldly.
