The Organization Department is always a step higher in rank.
As the secretary to the head of the Municipal Organization Department, wherever Dayton Yancy went, people would always nod and bow. Even some leaders from the county would be very respectful upon seeing him, yet Dirk Carter felt no fear, which made Dayton very angry.
Unable to hold back, he shouted, "Dirk Carter, you're being insolent!"
"I'm being insolent? It's you who is insolent. What rank are you? If I remember correctly, you're a deputy section chief, right? I'm a full section chief, half a rank higher than you. In a way, I'm your superior. What right do you have to say I'm insolent?"
Dirk Carter retorted.

Dayton Yancy was immediately at a loss for words.
