"What... what's going on..." Completely bewildered, Yoimiya looked at Muramasa, her eyes filled with conflicting emotions: reverence and trust for the Shogun, confusion and doubt about the order. She too was a Vision holder, a prime target of the 'Vision Hunt Decree'.
"A lofty god, issuing arbitrary orders on a whim... something like that," Muramasa said. Though he respected gods, he wasn't a local. Furthermore, his 'body' had made him lose much of his fear. "Compared to the laissez-faire attitude where I'm from, your dictatorship here is more of a headache~"
The girl before him wanted to say, "The Shogun isn't like that," but with the order ringing in her ears, there was no room for debate.
"Did any of the Tenryou Commission patrols see you on your way here?" Seeing her at a loss for words, Muramasa changed the subject.
"Patrols... you mean they're like spies?"
"Exactly. The Tenryou Commission guys undoubtedly knew about the Vision Hunt Decree in advance." Muramasa nodded. "Those patrols are like a preemptive strike. If anyone wants to resist or escape, they get a dose." The Commission itself likely had Vision holders, but to prevent potential resistance, they were probably allowed to keep them for the time being.
"Did you hear any rumors these past few days?" Muramasa asked Yoimiya, or rather, her 'street intelligence network'.
"Rumors... I think I heard that a few people from the Commissioner's Office went missing. But they seemed to be just a few doushin... though one of them was a Vision holder, what was his name, Shikanoin?" There were always sharp ones who knew what was coming. Whether the missing person was one of the 'sharp ones' was another question. "That's all I know for now... I've been designing fireworks these past few days and haven't been out much."
Just then, Muramasa suddenly made a hushing gesture. His eyes reflected a patrol team in the distance.
"Let's go."
"Oh, okay."
But just as Yoimiya turned to leave, Muramasa suddenly reached out and supported her waist. With a push of his legs, he leaped into the air, carrying her with him, and in a few breaths, they were several li away.

Hailing, who had just arrived, hadn't changed into her house clothes. She was boiling water, a worried look on her face. Just then, a loud thud came from the courtyard—
"Cough, cough... Muramasa, you can actually jump that far in one go?"

"I... I'm a little worried about everyone in the village," she said truthfully.
"Because of the Vision Hunt Decree?"
"Yes, but not entirely." She looked towards the storm clouds in the distance. "It's mainly that, the Sakoku Decree."
Could the village's business include selling fish internationally? Yoimiya and Muramasa exchanged a look, the same thought in their minds.
"Our village is one of the few that has mastered deep-sea fishing techniques," Hailing explained, seeing they were on the wrong track. "With this technique, everyone can catch a lot of seafood that other villages can't. But with the Shogun's order, I feel like it will be dangerous to go too far out..."
That is indeed a serious problem… Muramasa thought, but he didn't say he was going to change anything. For now, although the policy was strange, it was just the arbitrary decision of those in power.
