Chapter 25 - A Just Brawl—The Arbitrator Appears!

New York · Harlem District Night

The explosion's fire tore through the night sky, and concrete walls collapsed with a thunderous roar under the immense Impact.

People on the streets screamed and scattered, car alarms blared one after another, and the entire block plunged into chaos.

"Roar! Hulk! —!!!"

Hulk burst out of the smoke and dust, his thick arm muscles bulging, his skin glowing a deeper green with rage.

He leaped up, punching the equally massive monster opposite him—Abomination.

Abomination smirked and met the blow, their two giant fists colliding, and the Impact instantly shattered all glass within a ten-meter radius.

"Banner, you're too weak!" Abomination roared, bone spurs jutting from his elbows, savagely slashing at Hulk's chest.

Hulk was knocked back a few steps, but anger made him even more berserk.

He grabbed an abandoned taxi and hurled it at Abomination like a baseball.

"Hulk—Strongest!!!"

Abomination stumbled backward from the Impact but quickly regained his footing, kicking away a fire hydrant by the roadside.

High-pressure water columns shot skyward, mixed with rubble and dust, making the battlefield even more chaotic.

"Officer, the situation is worse than expected." Agent Hill stared at the screen, her brows tightly furrowed, "General Ross's 'Super Soldier Program' is out of control; Abomination's destructive power far exceeds expectations."

Director Fury's single eye gleamed coldly: "Where are our soldiers?"

Hill's fingers rapidly slid across the control panel, and a holographic projection displayed the real-time battle—each collision between Hulk and Abomination triggered Impact waves like small earthquakes, and the Military's armored vehicles and special forces were overturned like paper in the aftermath.

"Officer, General Ross's troops have been routed," Hill's voice was extremely fast, "Conventional firepower is completely ineffective against those two monsters.

Our snipers can't even penetrate Abomination's skin."

Director Fury's single eye stared intently at the screen, the rhythm of his knuckles tapping the desk growing faster and faster.

"Damn it," he growled, "What the hell did those lab fanatics create?!"

Hill took a deep breath: "We need higher-level support."

Director Fury slammed the communication button: "Contact Stark! Tell him—"

"Boom!!!"

A deafening explosion interrupted Director Fury's command.

Above Harlem, a golden-red meteor tore through the clouds, accompanied by earth-shattering rock music—AC/DC's "Thunderstruck" instantly resounded throughout the entire battlefield! (I really love this song~ Especially the electric guitar solo at the beginning, plus the first lyric of THUNDER, it's especially suitable for a hero's entrance~ You can call me chuunibyou~)

"THUNDER—!!"

The moment the lead singer roared out the first word, Iron Man's Mark-Eclipse armor suddenly unfolded six light wings in mid-air.

The Angel wings, composed of nanites, burst forth with dazzling White light, each feather flowing with plasma energy, illuminating the five-hundred-meter radius as bright as day.

"Sir, global live streaming has been enabled through major social media platforms; the current viewership has exceeded 20 million." Jarvis's voice was drowned out by the guitar solo.

Tony laughed loudly: "Perfect! Let the whole World see what a true hero's entrance looks like!"

Abomination had just slammed Hulk into the concrete ground when he looked up and his eyes were scorched by the intense light.

He instinctively raised his hand to shield them, only to see the glowing armor already diving to within ten meters of the ground—

"Eat this laser cannon!!"

The six light wings simultaneously closed forward, converging into an energy cannon with a three-meter diameter.

As "Thunderstruck" entered its chorus climax, a pillar of light comparable to a small Sun burst forth!

"NA-NA-NA-NA THUNDER—!!"

The moment the music climaxed, Hulk leaped up, punching Abomination, who had just gotten up!

The collision of the two giants stirred up a fierce wind, while Iron Man hovered in mid-air, his repulsor rays continuously providing suppressive fire.

"Sir," Jarvis's voice sounded in Tony's ear, "Mr. Chen has been detected arriving at the battlefield."

Tony raised an eyebrow: "Oh? Where is that kid?"

"Show-off, we were supposed to make a grand entrance together!" Chen Tian's voice sounded above Tony's head, and then he stepped on his head to leap up.

Chen Tian's Onikiri unsheathed, the blade wrapped in dark red energy, and a blade aura struck Abomination's back, leaving a deep, bone-visible gash!

"Roar—!!" Abomination roared in pain and turned, only to run head-on into an explosive arrow shot by Barton!

"Bang!"

Flames engulfed Abomination's upper body, while Natasha, using the explosion as cover, deftly flipped onto Abomination's shoulder, ramming a taser directly into his ear canal!

"A righteous group beatdown," Chen Tian sheathed his sword, grinning at 2B, who had arrived beside him, "Much more satisfying than fighting alone, right?"

Abomination roared furiously, bone spurs growing wildly, but before he could counterattack—

"Hulk—SMASH!!!"

Hulk delivered an uppercut, sending Abomination flying high into the sky!

"Home run!" Tony simultaneously launched twelve tracking missiles.

Chen Tian's mouth curved upwards, he tossed Onikiri to 2B, his pupils transformed into the Eyes of the Azure Sky, and his right hand formed a sword finger pointing at Abomination in the sky, a small red circle continuously spinning at the tips of his index and middle fingers, "Cursed Technique Reversal: Red."

As the guitar solo reached its climax, Abomination was blasted three hundred meters into the sky by the three-pronged attack.

The Angel armor's main cannon completed its secondary charge, and its six wings extended to their limit—

"Good night, ugly monster."

A brilliant fireball exploded in the night sky, and the guitar solo of "Thunderstruck" reached its absolute peak!

As the smoke cleared, Abomination's charred body crashed heavily into the ground, temporarily losing its ability to move.

Before he finished speaking, the sky suddenly erupted in a brilliant fireworks display, golden-red light outlining the words "Arbitrators."

Tony immediately struck an exaggerated pose, his armor shimmering in the reflection of the explosions.

"Quick! Everyone strike a cool pose!" Tony urged excitedly on the team channel, "Jarvis is taking photos! This is excellent promotional material!"

Chen Tian, expressionless, pulled 2B and turned to leave: "Ugly refuse."

Natasha chuckled softly: "Heh heh."

Barton silently closed his communication channel.

Hulk scratched his head, confused.

"That's more like it!" Tony gave a thumbs-up, touched, then stared at the empty surroundings, "…Hello? Where did everyone go?"

In the distance, Chen Tian waved without looking back: "Remember to send the retouched photos to the group chat."

Tony looked at how uncooperative they were, pouting, "Wait! There's one more thing we haven't done!"

With that, the armor's speaker volume was turned to maximum.

"Arbitrators' first concert!"

The melody of "Thunderstruck" once again filled the night sky of Harlem.

On the gate of Tony's Malibu Villa, a red Banner was hung, with golden threads spelling out "Arbitrators Night."

Inside the Villa, AC/DC music blared in the hall, adding a rock vibe to the post-battle party.

Bruce Banner—no longer Hulk, but a scientist in a loose T-shirt—sat on a custom-made extended sofa, holding a glass of Tony's special "Banner Special" (lemonade with mint leaves, and a small paper umbrella stuck in the rim).

His gaze drifted over the news footage on the virtual projection, his expression somewhere between awkward and helpless.

"Relax, Dr." Tony, holding a whisky, leaned lazily against the bar counter, his custom suit jacket casually draped over his shoulder, "There's no Military here, no lab, only—" He pointed at Chen Tian, who was rummaging through the refrigerator in the kitchen, "A Chinese boy who's always hungry, and…—"

"And a CEO you guys dragged to a party." Pepper Potts walked down the stairs, holding a glass of champagne, a helpless smile on her lips.

She wore an elegant black long dress, a Stark contrast to the smoke-scented group around her.

"Hey, this is a party to celebrate us saving New York!" Tony dramatically spread his arms, "As the CEO of Stark Industries, of course you have to be here."

Chen Tian, without looking back, threw a can of beer from the refrigerator, which Tony caught with one hand: "Thanks, but I'd rather drink something else."

"Like that bottle of Thirteen Black you hid behind the TV—"

"Don't even think about it!" Tony crossed his hands, "That's for when Pepper agrees to marry me!"

Pepper rolled her eyes: "Then you might have to wait until your next life."

2B gracefully walked to Chen Tian's side, naturally taking the sandwich plate from his hand.

"Master, do you need me to get you some other food?"

"Thanks, 2B." Chen Tian smiled, ruffling her silver hair, "But I'd rather see what other good stuff Tony has hidden."

Natasha sat on a single sofa, observing the scene with interest: "If you hadn't said anything, I would never have realized 2B was an Android."

"What artificial human? She should have her own emotions," Chen Tian said proudly, "She just needs the right guidance." Upon hearing this, 2B's lips curved slightly upward, revealing a warm smile.

"So, this is the legendary 'post-war party'?" Natasha asked, swirling the vodka in her hand.

"To be precise, it's the 'celebrating we didn't mess up New York even more' party." Tony raised his glass, snapping his fingers at the same time.

Jarvis immediately switched the virtual projection to live reports from major news channels worldwide. A CNN anchor was excitedly reporting: "Tonight, the new hero team 'Arbitrators', led by Tony Stark, successfully stopped the rampage of the biochemical monster 'Abomination' in Harlem..."

BBC's camera switched to the stunning scene of Iron Man's six-winged armor descending from the sky: "This mysterious team's debut can be described as a textbook example of a superhero operation..."

FOX News zoomed in on the moment Chen Tian unleashed his blade energy: "Among them, this Asian member demonstrated the powerful might of cold weapons."

Banner looked at the footage of himself after transforming on the news, rubbing his nose a bit awkwardly: "To be honest, I'm still not used to seeing myself... like that on TV."

Tony smugly swirled his glass: "Haha, you'll get used to it, Banner. I even specifically asked them to add a matte effect to your green skin, it looks more textured."

Barton sat on a high stool in the corner, taking a silent sip of beer: "So... are we officially a team now?"

"Of course!" Tony suddenly pulled up a holographic projection, displaying a gilded "ARBITERS" logo, "Even the merchandise has been designed. Dr. Banner, your Hulk action figure has special interchangeable expression features."

Natasha raised an eyebrow: "Does S.H.I.E.L.D. know you've even prepared merchandise?"

"What's it to them?" Tony righteously pulled up more design drafts, "Look, there are also matching uniforms —"

"Ugly, rejected." Chen Tian, Natasha, and Barton said in unison.

In this strange, impromptu "family," the lights of the Villa in Malibu were warmer than ever.

In Stark contrast to the warm party at the Villa in Malibu, the command center of S.H.I.E.L.D. headquarters was bathed in cold blue light.

Director Fury stood in the center of the circular holographic projection, surrounded by real-time images of the World Security Council members, their faces appearing particularly solemn in the dim light.

"Director Fury," Alexander Pierce's voice was the first to break the silence, "We need an explanation — when did Tony Stark form an unauthorized superhero team?"

Representatives from various countries in the projection frowned, and one Asian-faced council member coldly added: "Moreover, this 'Arbitrators' just caused destruction in downtown New York City comparable to an alien invasion."

Director Fury's single eye swept across each screen, his lips tightly pursed: "Gentlemen, you're missing the point. Abomination was out of control first. If the Arbitrators hadn't intervened, Harlem would be ruins by now."

"That's not the point!" A European council member slammed the table, "The problem is that this team is completely outside international oversight! Stark, Banner, Romanoff, Barton, and even that Asian individual whose origins are unknown — by what right can they act as they please?"

Director Fury's fingertips tapped lightly on the control panel, pulling up the post-battle data for Harlem: "Because they succeeded, and casualties were kept to a minimum."

"They succeeded this time, but what about next time?" Pierce's voice was low and dangerous, "Fury, you know why we established the 'Superhuman Registration Act' — these special individuals must be restrained, just like Charles's Mutants."

Director Fury sneered: "Act? You want to turn the Avengers into your private army."

"At least it's better than letting them become Stark's private playthings!" Another council member sharply retorted, "This 'Arbitrators' team isn't even officially registered. By what right do they represent global security?"

Director Fury was silent for a moment, then suddenly pulled up an encrypted recording — in the footage, Abomination was injected with an unknown serum in a Military laboratory, then rampaged.

"Because General Ross's 'Super Soldier Program' was the source of this disaster." Director Fury's voice was as sharp as a blade, "And the Arbitrators were the only ones who stopped it."

The Council members fell into a brief silence. Finally, Pierce slowly spoke: "Even so, they still need to be regulated. Fury, either you incorporate them into the S.H.I.E.L.D. system, or —"

"Or what?" Director Fury raised an eyebrow.

Pierce stared intently at Director Fury: "Or the World Security Council will consider them a potential threat and take necessary measures."

Director Fury's single eye narrowed slightly: "Threat? You just saw them save half of New York."

"Saving it once doesn't mean they're always reliable." Pierce's voice was unyielding, "Give them two choices — sign the agreement and accept regulation, or... be listed as a high-risk target."

Director Fury closed the projection, and the command center plunged back into darkness. Agent Hill stepped out of the shadows, asking in a low voice: "Officer, should I notify Stark?"

Director Fury stared at the night view outside the window. The Villa in Malibu shimmered with warm lights in the distance.

"No," he finally said, "Let me first figure out how to explain to that narcissist — his 'Arbitrators' have just been targeted by the World Security Council."

Agent Hill's communicator suddenly rang. She looked down at it, her expression subtle: "Officer... Stark just posted the Arbitrators' team photo on Twitter with the caption 'The coolest superheroes in the World, bar none,' and the likes have already exceeded five million."

Director Fury took a deep breath, rubbing his temple: "...Agent Hill, get me the Villa in Malibu."

Tony Stark was holding champagne, nodding contentedly at the team photo in the holographic projection: "Perfect! The composition, the lighting, the —"

Jarvis suddenly interrupted: "Sir, Director Fury is calling."

Tony raised an eyebrow: "Hang up, no official business tonight."

"He said," Jarvis paused, "it's about the World Security Council wanting to forcibly disband the Arbitrators."

The living room instantly fell silent.

Barton put down his beer: "...What?"

Natasha narrowed her eyes: "I knew this would happen."

Banner almost spilled his lemonade: "Wait, didn't we just save people?"

Tony was silent for two seconds, then suddenly grinned: "Ha! Looks like we're really famous!"

He snapped his fingers: "Jarvis, prepare a press release — the title will be 'World Security Council Jealous We Saved Innocent Civilians' !"

Pepper rubbed her forehead: "Tony, this is no time for jokes..."

2B gently tugged on Chen Tian's sleeve, her silver hair shimmering in the moonlight: "Master, will we be in trouble?"

Chen Tian narrowed his eyes, unconsciously rubbing his chin. His gaze pierced through the French windows, looking towards the city lights in the distance, as if he could see through the night to the conspiracy unfolding at S.H.I.E.L.D. headquarters.

"Trouble?" He chuckled softly, a hint of playfulness in his voice, "I'm just wondering if this farce tonight has made certain 'vipers' unable to sit still."

2B tilted her head: "Are you referring to... HYDRA?"

Chen Tian didn't answer directly, just reached out and ruffled her hair: "Even if those vipers really can't sit still, it doesn't matter. Tony, that narcissist, is taking the lead anyway." A cunning smile curved his lips, "Doesn't he enjoy being the center of attention?"

Tony had already opened the holographic projection and started designing a new team logo: "Everyone, ready to welcome 'Arbitrators 2.0'? This time, we'll even print 'Officially Certified Trouble Makers' on the merchandise T-shirts!"

Director Fury's communication request flashed wildly on the screen, but Tony ignored it, instead turning up the AC/DC volume.

The night wind swept through the Villa in Malibu. The party was still lively, but a hint of tension had already entered the air —
