Danzo slammed his hands on the desk, his face contorted in anger as he glared at Hiruzen Sarutobi. He had been away on an S-rank mission, and when he returned, all three of his students were gone?
"Hiruzen, I need an explanation. Why can't I find any of my three subordinates?"
Hiruzen sighed, took a drag from his pipe, and coughed.
"Danzo, I know you're upset, but calm down and let me explain. It's like this: our teacher, Lord Tobirama, is conducting experiments in the Technology Development Department, and he's in dire need of talented individuals. He looked around and took a liking to An Yan and Hiruko, wanting to personally train them. And it's not just your students; he took my most prized student, Orochimaru, as well."
Hearing this, Danzo felt a flicker of joy. He held Lord Tobirama in high regard. For him to choose two of his students and only one of Hiruzen's meant that his students were generally better. He had beaten Hiruzen once again.
"What about my last subordinate?" Danzo's face remained grim, but his tone was less aggressive.
Hiruzen knew Danzo well. He slowly put down his pipe and, after a moment of thought, said, "Sakumo Hatake has taken Orochimaru's place and formed a new team with Tsunade and Jiraiya."
But Danzo wouldn't let it go. He was supposed to be a team leader, and all three of his students were excellent. Now that he had no one to lead, he needed something to do. He couldn't just sit in the Hokage's office all day, looking at Hiruzen's smug face.
"The village suffered heavy losses in the war and is short on manpower. Hiruzen, I suggest we establish a new ANBU training department. We can gather orphans from the Land of Fire and train them from a young age to meet our needs. This will strengthen our village, supplement our forces, and allow us to plant spies in enemy villages."
Hearing Danzo's suggestion, Hiruzen narrowed his eyes, relit his pipe, and contemplated the pros and cons amidst the smoke. Danzo stood there, watching him silently, awaiting the Hokage's decision.
Finally, Hiruzen spoke.
"Do it, Danzo. I'll give you the manpower of one ANBU squad."
A smile touched Danzo's lips. He nodded and turned to leave.
Finally, some real power. Hiruzen, I will show you how well I can do. Just you wait.
Homura Mitokado looked concerned. "Is it wise to give one person so much power? That's an entire ANBU squad, a full complement of seventeen elite ninja. Won't Danzo get any funny ideas?"
Koharu Utatane was unconcerned. She signed a document and replied, "Don't worry. It will take time for the orphans to grow up. Even if he does get a full squad one day, the Hokage can strip him of his position with a single word. What are you worried about? Hiruzen is very strong."
Hiruzen smiled without a word. After becoming Hokage, he had gained access to a vast amount of ninjutsu and forbidden techniques. He was a genius himself and could master any jutsu with ease. His strength was far beyond what it had been as a Jonin. If Danzo was foolish enough to challenge him, he would lose miserably.

After arriving, An Yan, Hiruko, and Orochimaru were told by Tobirama to choose a research project to follow.
An Yan looked at the list. Tobirama was working on many projects simultaneously.
Artificial Tailed Beast Project, Flying Thunder God Popularization Project, Reanimation Jutsu Improvement Project, Uchiha Bloodline Research, Wood Style Human Modification Project, Chakra Bloodline Synthesis Project, and the newly added Wood Talisman Domain Research.
Orochimaru was immediately drawn to the Reanimation Jutsu Improvement Project. He missed his parents, who had died in the first war.
Hiruko chose the Uchiha Bloodline Research. As a commoner ninja, he wanted to know what the real difference was between commoners and the clans.
An Yan looked around and was curious about the Artificial Tailed Beast Project. He decided to check it out first and could always switch later.
Seeing they had chosen their projects, Tobirama led them to different rooms. Each room had several researchers in white lab coats, exuding a scholarly air.
An Yan arrived at the Artificial Tailed Beast Project research area. The place was covered in various talismans, which looked like sealing formulas. An Yan observed them for a moment and determined that the interconnected seals seemed to be collecting some kind of energy.
A researcher in a white coat was monitoring a container and taking notes.
An Yan walked over and greeted him politely.
"Hello, I'm An Yan, a new intern here. Could you tell me about this project?"
The researcher was annoyed at being interrupted, but then he heard An Yan was new and his expression changed to joy. A new guy means I won't have to work so hard. I need to teach him quickly so he can take over my work.
The researcher cleared his throat and introduced himself. "Hello, An Yan. I'm Tanaka Akira, a researcher here."
An Yan nodded. "Hello, Mr. Tanaka. Could you tell me more about this project?"
Tanaka cleared his throat again and began. "As you know, tailed beasts are immortal. Even if someone manages to kill one, it will be revived after a while. That's why they are also called natural disasters."
"Lord Tobirama has been pondering why tailed beasts can be revived. He has proposed several possibilities. For example, they are a manifestation of hatred, and as long as hatred exists in the world, they will continue to exist. Or perhaps they have left a special imprint on the world, and although they can die, they will be revived over time as energy from the world gathers. Or maybe they are a product of Yin-Yang Release, which is why they are immortal."

An Yan frowned. "So these interconnected sealing formulas are collecting various negative emotions?"
