Chapter 477 - Chapter 478: The Daimyo Government’s Power Transition — Unification of the Ninja World Complete

Terumi Mei gently placed her hand on her belly and said with a smile, as if talking to herself:

"No wonder my appetite has been better than usual lately. That guy Yuto even called me a big eater…"

Terumi Mei spoke in a tone half complaint, half bliss.

"That's certainly something to be happy about."

Tsunade looked at Terumi Mei with a smile, while gently reminding her of a few things to watch out for.

"By the way, I'd like you to keep this a secret from me for now — don't let Yuto-sama know."

Terumi Mei suddenly thought of something, then looked at Tsunade and pressed a finger to her lips as she softly added the reminder.

Tsunade was taken aback and looked at Terumi Mei with a puzzled expression.

"There's still an Uchiha Madara lurking in the shadows — before long, Yuto-sama will inevitably face Uchiha Madara in a final battle."

Terumi Mei spoke with a solemn expression, then continued:

"I have faith in Yuto-sama, but I still don't want this matter to disturb his state of mind."

A flash of understanding passed through Tsunade's eyes, and she nodded gently.

"In that case, I won't keep you from your work any longer."

Terumi Mei rose with a smile, stretching her lithe figure and revealing her proud silhouette as she looked at Tsunade with a light laugh.

Seeing Terumi Mei prepare to leave, Tsunade's originally calm face suddenly showed a conflicted expression.

"Um… there's a personal matter — I don't know if I could trouble you with it, or rather, make a request."

"If you happen to run into Jiraiya, could you spare his life?"

Tsunade lightly bit her lip and spoke to Terumi Mei in a low, subdued tone.

"Sure, no problem." Terumi Mei agreed without a moment's hesitation.

Tsunade was stunned — she hadn't expected the other woman to agree so readily.

"Don't overthink it — I've already said it, we're friends."

Terumi Mei waved her hand at Tsunade, then turned and left with a radiant smile.

Hidden Mist Second Village, in a lavishly decorated private room on the northern side of the district.

Various delicacies emitting an enticing aroma were arranged on a round table, each dish exquisitely prepared.

But at this moment, the five Daimyo seated around the round table each wore dark, somber expressions, oblivious to the feast before them — not a single one had touched their chopsticks.

This heavy silence didn't last long.

"Arranging a meeting in a place like this — isn't this just blatantly telling the people of Kirigakure where we are?"

The Daimyo of the Land of Lightning spoke first, letting out a cold snort, his voice laced with dissatisfaction.

"Hmph!"

"You've only just taken office, it seems — you clearly don't understand that we're on their turf right now. No matter how well you hide, for these ninja it's all the same."

"Might as well be open about it."

The Daimyo of the Land of Water leaned back in his chair with a lazy expression, casting a sidelong glance at the Daimyo of the Land of Lightning.

Hearing the Daimyo of the Land of Water's mocking words, the Daimyo of the Land of Lightning's face immediately flushed with anger — he slammed his palm on the table with a dull thud.

"You have the nerve to talk? If you'd kept your own village under control, we wouldn't have ended up in this situation!"

The Daimyo of the Land of Lightning spoke with barely contained fury.

"Enough, enough — saying things like this now is pointless."

"We should be thinking about how to deal with the situation at hand."

The Daimyo of the Land of Earth wore a placid, smiling expression as he interrupted the two, speaking while casting a glance toward the Daimyo of the Land of Water.

"Deal with it? How?"

"Every ninja in the entire ninja world has submitted to Hidden Mist — are you going to deal with it using ordinary soldiers?"

The Daimyo of the Land of Wind sneered, speaking without the slightest diplomatic restraint.

"Kirigakure is, after all, a force belonging to your Land of Water — you owe us some kind of explanation."

The Daimyo of the Land of Fire looked at the Daimyo of the Land of Water, one hand gently tapping the tabletop as he spoke.

Facing the pointed — and not-so-pointed — gazes of those present, the Daimyo of the Land of Water's face showed a flicker of impatience.

"I have no interest in watching you all put on a show here."

"All you want to know is what the purpose of this meeting really is, isn't that right?"

"I'll tell you the truth — I don't know."

The Daimyo of the Land of Water stood up directly, expressionlessly glanced at the four others, then turned and left the private room.

With the Daimyo of the Land of Water's departure, the room fell silent once more.

The dissatisfaction, anger, and cold sneers that had been on the Daimyo's faces moments before all vanished, returning to the same calm as at the start.

"Do you think what he said was true?"

After a moment of silence, the Daimyo of the Land of Earth spoke first.

"True or not, we'll know in a few days." The Daimyo of the Land of Wind suddenly laughed, then shook his head and sighed.

Before long, the Daimyo in the room departed one after another — the lavish feast on the table hadn't been touched in the slightest.

A gust of wind suddenly blew past outside the window, and then, in the empty private room, a figure suddenly materialized.

"All that delicious food and they didn't even eat — what a waste."

Ranmaru stood in the corner, gazing longingly at the dishes on the table.

The sound of rushing water followed immediately after.

A stream of water seeped down from the ceiling, then dripped onto the floor, gradually forming the figure of Suigetsu Hōzuki.

"What are you daydreaming about? Those Daimyo already paid — if we don't eat this food, won't it go to waste?"

"This really is a great assignment."

Suigetsu Hōzuki pulled up a chair and sat down, grabbing a chicken leg and stuffing it into his mouth as he looked over at Ranmaru, who was standing frozen in the corner.

A few days later!

The first Administrative Office Conference of all nations was officially convened!

In addition to the Daimyo of all nations, the attendees included the entire leadership of the Hidden Mist faction.

The enormous conference table was filled to capacity, with the Daimyo of the five great nations seated toward the front.

"Long time no see, Mizukage-dono."

"You've only grown more beautiful."

The Daimyo of the Land of Water wore a genial smile as he looked at Terumi Mei across from him, complimenting her without any attempt at concealment.

"Is that so? You flatter me, Daimyo-dono." Terumi Mei's smile was radiant, and she affected a modest, embarrassed expression.

Seeing the Daimyo of the Land of Water chatting casually with Terumi Mei, the other Daimyo each let out a simultaneous snort.

Of course, this small talk didn't last long — the conference room quickly fell quiet again. The seat at the very front of the room was empty.

No need to guess — everyone knew who that seat was reserved for.

The sound of the door clicking open rang out!

Yuto walked into the conference room in casual clothes.

"Sorry to keep everyone waiting."

After entering, Yuto cast a slightly apologetic look at everyone in the room.

"Well then, I won't waste time with pleasantries — the purpose of this meeting is to address the relationship between the Daimyo Government and the ninja villages."

"As everyone knows, the Daimyo Government previously stood above and independent of the ninja villages. But now that all ninja villages have been unified and merged, such a system is naturally no longer suitable."

At this point, Yuto paused briefly, giving everyone present a moment to absorb the implications.

The five Daimyo of the great nations wore stunned expressions, each showing a different mix of emotions as they all sat up straighter.

Although they'd already suspected something, only now that their counterpart was laying the issue bare did they realize just how much more decisive Yuto was than they'd imagined!

He had no intention of implementing things gradually — he was going to resolve it outright!

In a way, this was the advantage of living in a world with overwhelming combat power at the top — when you wanted something done, you could do it in a single step!

"Therefore, the authority of the Daimyo Government must change!"

"Previously, we established Administrative Offices in each nation — these departments will now begin taking over the Daimyo Government's powers."

At this point, Yuto lowered his gaze to look at the five Daimyo, whose faces had all gone dark, and continued with a smile:

"Of course, the Daimyo Government won't be abolished. Each Daimyo will continue to hold the title of 'Daimyo,' with local advisory authority, assisting the Administrative Offices."

Having laid out the plan that had long been decided, Yuto paid no mind to the expressions of the five Daimyo.

"I've said what needs to be said — the remaining details and implementation are for you to discuss."

Leaving those words behind, Yuto turned and left the conference room.

The five Daimyo silently exchanged glances — everyone could sense the fury burning deep in each other's eyes!

If things truly proceeded according to the other side's plan, from this point on the "Daimyo Government" would be nothing more than a name!

Unfortunately, no matter how furious each of them felt, not a single one dared to stand up and shout in opposition.

Without ninja as the backbone of their military power, everything was just empty talk!

"Daimyo-dono, shall we discuss the details now?"

Terumi Mei smiled sweetly at the Daimyo across from her and spoke in a gentle voice.

After that, the handover work between the various Daimyo Governments proceeded extremely smoothly — and even where things weren't smooth, they became smooth the very next day.

Even under such favorable conditions, it still took nearly a full month of handover work before the transition was truly complete.

Until this very moment!

Yuto had unified all the various factions and ninja, and in the open, had thoroughly unified the ninja world!

On the "Kage Rock" of Hidden Mist Second Village.

Yuto sat atop the head of his own stone statue, gazing down at Hidden Mist Village below.

"Another beautiful day — I imagine Uchiha Madara, that fellow, must be getting impatient by now."

A faint smile hung on Yuto's face as he spoke to himself.

Just then, a familiar yet distant voice suddenly rang out beside Yuto's ear.

"Ding — 'Unification of the Ninja World Complete!'"

"Reward: Mystic Eyes of Death Perception!"

Yuto's originally casual expression froze — a faint blue gleam flashed in his pupils, then vanished in an instant.

"A system, huh?"

"It's been a long time — I'd almost forgotten about you."

Yuto was dazed for a moment, then raised his head to gaze into the distance, a smile on his face as he murmured to himself:

"With the Mystic Eyes of Death Perception, I'm even more confident now."
