Because his plan was to make Naruto Hokage, he first divided the Nine-Tails' chakra and sealed the yang half inside Naruto.
The yang half was not only more powerful but less malevolent, and a child born with it would have a far better chance of becoming a perfect jinchūriki like Killer Bee.
That's why he placed an eight‑trigram seal on Naruto: the Nine‑Tails' chakra would slowly mix with him so he could adapt to it. It might cause problems in childhood, but the future would be secured. He knew Naruto might be disliked by the villagers, but when the masked man attacked the village later because of the Nine‑Tails, Naruto's power would save everyone, and he would be seen as a hero — his chances of becoming Hokage would increase tremendously.
He believed the Frog Sage's prophecy and that Naruto was the child of prophecy. In the final seal, he left a portion of his and Kushina's chakra inside Naruto so they could help if anything went wrong. In that way, he had tried to secure Naruto's future — as we see in the original story.
Naruto sighed while walking through the street toward the Hokage Rock, scanning for anything unusual, and a traveler might catch his eye.
He reached the foot of the Hokage Rock.
"This is youth Lee, Renji."
"Yes, Guy-sensei," both replied.
Naruto heard a noise and turned. A thick‑browed man in green was doing push‑ups; two children stood near him, both wearing similar green outfits. One had curly hair and the same heavy brows; the other looked ordinary — though with a handsome face. Naruto couldn't help himself and grinned. He recognized them all at once and understood what was going on: that man was Guy-sensei training Lee, and the third person was a traveler attempting to learn the forbidden Eight Gates. He was definitely not the man who appeared in that filler episode — Lee and that man had never met before that.
An ANBU watched from a tree as Naruto stared at the sensei and his two students and grinned. The ANBU's face twitched.
"Looks like this naughty kid is planning something again," he thought. "He did something like this last time." He remembered the incident when Naruto had grinned at a man, and the man had run half‑naked through the village — Naruto had thrown a plant on him that itched when it touched water.
"System, is he a traveler?" he asked in his mind.
A system voice chimed in Naruto's head.
[Ding. Host.]
"You piece of— why didn't you tell me when I saw him?" Naruto thought, pretending to be slightly angry.
[Ding. Host: The first system scan didn't occur, but since you saw him, you independently identified him. That made the earlier scan unnecessary. If you want, the system can still show his status.]
"Oh — you can? Show me his status. Let me see him," Naruto said, no longer pretending.
[Ding. Here, Host.]

Cheat — point‑adding system. After completing missions issued by the system, he can earn points and even jutsu. Points are rare and can be used to enchant status or even bloodlines.
Naruto was shocked. It was his first time meeting a traveler, but the traveler and his "cheat" were definitely OP — it matched Naruto's imagination. That made the situation dangerous; a powerful traveler could create more problems. It was fine as long as it didn't affect him, but Naruto's system allowed only one reliable way to get stronger if needed: kill the traveler and loot his cheats. He would not harm them unless he was fully confident he could win.
Original Renji might be an ordinary villager with a little Senju blood. After all, the Senju had mixed with the village population after the Second Hokage's edict; someone like this could boost the village's strength — perhaps produce a civil genius. He felt possessive of the village: it had been built by his big brother, and he wanted it to be strong.
How to deal with Renji? He could let him be for now since he wasn't interfering with him. No, no, no, I remember the reason he's not interfering. Danzo. Danzo worried him. Danzo was the reason all those travelers lived in fear. If he noticed anything odd, then game over. Brainwashed, unless travelers got strong enough to face him or run away, they didn't want to do anything that would highlight them and draw ROOT to their door. That's why many travelers stayed hidden.
All right. Naruto decided he would train harder, prepare himself, hunt for weak travelers, kill them, and take their cheats. Maybe some of them would appear at the Chūnin Exams; some might play a part in an Uchiha massacre — things like that crossed his mind as he ran from the Hokage Rock to his training area in the forest.
At the training spot, he removed a small stone and took out two bundles — one with kunai, the other with shuriken. He began practicing until it grew dark. Except for the ANBU, no one else was nearby; he sensed them, then packed the kunai and shuriken, keeping them as before, and walked back toward his apartment.
Konoha's streets bustled with people; none of them paid him any notice, nor did he want them to. After washing up in his apartment, he lay on his bed for a moment. Once he was sure the ANBU had left and nobody was watching him, he hurriedly pulled a big bowl of ramen from his system space and ate as fast as he could.
"So tasty," he said, smiling as he ate, keeping his Kagura Mind's Eye activated so he could sense if the Third Hokage was peeking at him with his crystal ball.
