Leo had noticed Raven instantly defeating the Lion Orphnoch during his fight with Kusaka, which told him that Raven's strength was absolutely superior to Kusaka's. Naturally, he dared not take this lightly.
Raven, too, knew the fearsome reputation of the Emperor's Belts. While they were defeated by Faiz in the movie, that was a max-level Faiz with the Axel Watch and Blaster Form. Even his base form at that point was not to be underestimated. Combined with Takumi's protagonist plot armor and incredible speed, he had managed to defeat Psyga with an ultimate combo. Therefore, Raven had no reason to be careless.
When the two closed the distance, they attacked almost simultaneously.
The major battle began in a flash. Compared to the quick, one-sided fights before, this spectacle was riveting. In a flurry of punches and kicks, both landed a blow on the other. Raven and Leo each staggered back a few steps.
Leo was now serious; this was the first time an opponent had managed to land a hit on him. Before this, whether dealing with traitor Orphnochs or facing Kaixa, he was always able to toy with them using his absolute speed advantage.

The two clashed intensely again.

They fought from one abandoned concrete building to the next, the steel and cement structures seeming like paper in their presence, crumbling at a touch. The thrilling battle was shocking to Mari and the others watching.
"The Delta Driver is actually fighting the Emperor's Belt to a standstill!" Kaido exclaimed in disbelief. Delta's reputation had been tarnished for so long by Mihara that people had almost forgotten its past power and prestige.
"Mr. Raven is naturally different from ordinary people," Yuka stated matter-of-factly.
Yet, she was still worried for Raven. Since arriving in this world, which she still wasn't sure wasn't a dream, she had constantly heard how formidable the Emperor's Belt was. Now, it was locked in a close fight with the invincible Raven she believed in, making her hold her breath in anxiety.
"If only Takumi were here…" Mari looked at the distant fight and couldn't help but think of Takumi Inui. He had been ambushed and severely injured by enemies not long ago, his fate unknown. Everyone believed he was dead, but Mari refused to accept the reality.
"Mari…" Keitaro felt sad seeing Mari's distressed look. He missed Takumi just as much.
"They've moved over there!"
Seeing the Delta and Psyga battle shift to the other side of the buildings, Mizuhara and the others, who wanted to keep watching, quickly followed.
When the group reached the other side, the fight had reached a fever pitch. Delta and Psyga had switched from close-quarters combat to long-range. One used the Delta Phone Blaster Mode, and the other the Psyga Phone Blaster Mode, shooting at each other from a distance.
This was a test of marksmanship. However, because both were highly agile, their shots were mostly grazing near-misses. Not a single bullet connected, but the surrounding buildings and piled-up junk cars were decimated, causing massive explosions.
BOOM!
This was a level of destructive power neither Kaixa nor Faiz possessed. The scene was truly astonishing!
The gunfight ended, and Raven and Leo charged at each other again, their fists connecting in an intense close-quarters brawl. At this point, it was clear that Raven's Delta was slowly gaining the upper hand, despite initially fighting Psyga to a draw in melee.
This was entirely due to his inherent power boost. The Amazon cells provided him with a constant supply of energy for full-state combat, instantly recovering from any injury. Leo, being an Orphnoch, naturally lacked this recovery ability. As the high-intensity battle raged on, his stamina was depleting. With his opponent's advantages compounding his own disadvantage, Raven was steadily gaining dominance.
"Yes!"
The bystanders cheered and jumped with joy. Yuka also silently let out a sigh of relief.
"Why is this happening? The Emperor's Belt's overall power should be superior to Delta's," a winded Leo thought, deeply confused.
He knew the Psyga Driver was an improved, new model based on the Delta Driver, not merely a belt split from the Delta Driver as some rumors suggested. Although he was mentally prepared for Delta to be a tougher opponent than Kaixa, he hadn't expected this outcome.
However, he didn't lose confidence. He had been preoccupied with fighting on the ground, making him forget to use his greatest advantage: the flight capability provided by the Flying Attacker on his back. By contrast, Delta had nothing but a phone and a mover accessory.
