As the headquarters of the Revolutionary Army, White Earth Island had an extremely harsh environment.
Most of the island was covered with desertified white soil, and the flying sand and dust made it nearly impossible to be discovered.
If it weren't for the smart pointer, Victor and Enel would have found it very difficult to locate this place.
Victor remained on high alert ever since he spotted the ice road on the sea.
Although nothing unusual had appeared so far, he was not naive enough to think Aokiji was simply passing by.
The World Government was definitely up to something sinister again.
As Victor and Enel landed on White Earth Island, a team of Revolutionary Army soldiers came to greet them—most likely following Sabo's advance orders.
Victor quickly noticed a woman among the dozen or so soldiers in uniform. Her intelligence and poise were undeniable.
There was no doubt—this was Nico Robin, Devil Child, with fair skin and striking beauty. However, due to the harsh wind and sand of White Earth Island, she was dressed conservatively.
Victor took only a quick glance and thought wryly that Nami still had some catching up to do.
"You must be Mr. Victor! I'm Adam Berg, Deputy Chief of Intelligence of the Revolutionary Army. I'm here to receive you on orders from Chief of Staff Sabo!"
The burly Revolutionary Army cadre greeted Victor warmly, then introduced Robin.
"This is Ms. Nico Robin."
Adam Berg did not linger on pleasantries.
Though Victor was the most dazzling pirate on the seas recently, as a Revolutionary Army officer, Adam Berg had to maintain a serious demeanor, lest he arouse suspicion.
"Hello, Victor. What do you want to talk to me about? I don't think we know each other."
The tall and beautiful Robin greeted Victor with a cold tone. Her years of living in dangerous, harsh conditions had left her naturally vigilant.
She had never encountered this new super pirate, with a bounty of 2.6 billion. What could he possibly want from me?
Robin's alert tone made Adam Berg sweat nervously.
The deputy intelligence chief was anxious—he knew Robin was highly suspicious of outsiders, but he also understood Victor's intentions could be genuine.
Victor didn't mind her vigilance. He had a basic understanding of Robin's past.
Growing up in an extremely dangerous environment, developing habits of caution was necessary for survival.
Even before joining the Straw Hat Pirates, Robin never trusted anyone easily.
"Hello, Robin. I mean no harm. You may have seen it in the newspaper. Straw Hat Luffy and I once fought side by side at Marineford. I was the one who helped pass messages between your companions."
Robin's expression softened.
"Hmm~ Hahaha, Luffy? I did see it in the newspaper. You even used thunder to confess your love to the world's most beautiful Pirate Empress, Hancock, at Marineford. It seems you, like Luffy, are both unexpected men!"
As expected, mentioning Luffy helped soften Robin's attitude. However, Victor inwardly felt a twinge of disappointment. After the events on Judicial Island, Robin's bond with her Straw Hat companions had strengthened. Poaching her to join his crew seemed likely to fail.
"Mr. Victor, didn't you say you had something to do with Robin?"
Adam Berg noticed Victor and Robin becoming familiar with each other. He quickly interrupted, giving Robin a subtle warning with his eyes.
Robin's expression shifted slightly. She wasn't used to deception, and only hours earlier, Adam Berg had informed her that Victor was coming to the Revolutionary Army headquarters.
Adam Berg explained that the World Government had made major moves recently. With the leader, Chief of Staff, and key cadres away, the headquarters was largely empty. If Victor had ill intentions, it could spell disaster.
The Revolutionary Army did not want conflict with Victor. Since his visit was to find Robin, the plan was for her to guide him to the newly discovered ruins island to conduct archaeological work, buying time until the leader and main cadres returned.
Though Robin was indebted to the Revolutionary Army, she felt uncomfortable with this arrangement. She could handle archaeological work herself. With headquarters empty, she could refuse Victor's visit.
Still, a hint of determination flashed across her face.
"If you have something to discuss, speak here. I'm not a member of the Revolutionary Army. I have important archaeological work and will not be returning to headquarters for the time being."
"Is that so? I had planned to visit Luffy's father, but it seems I'll have to wait. I won't waste more time then. I've learned about O'Hara's glorious history and have great respect for archaeologists. I'd like to invite you to join my pirate group!"
Victor began his poaching attempt decisively. He sensed something off with the deputy intelligence chief.
Robin never expected Victor to invite her to join his pirate crew. Neither she, the Revolutionary Army, nor Enel expected it.
Enel looked confused. Isn't the captain on good terms with the Straw Hat Pirates? Why is he trying to recruit their female members?
"I refuse."
Just three simple words, yet firm and unwavering.
"Hahaha, what a pity! Then we'll leave first!"
Victor chuckled awkwardly. Robin's reaction fit her personality perfectly. Mission accomplished. He still felt Hancock was more beautiful anyway.
"Wait, Mr. Victor! Our Revolutionary Army cadres are busy with work. If you have time, how about assisting Robin with her archaeological work? Intelligence suggests a high possibility of a secret treasure on the newly discovered ruins island. If we find it, we can split it equally. Consider it the Revolutionary Army's goodwill to you, Mr. Victor. How does that sound?"
Adam Berg offered the suggestion stiffly but earnestly.
"Secret treasure?"
Victor smiled inwardly. Something definitely felt fishy.
