Sarutobi Hiruzen handed a Scroll to Mokgetsu, displaying a kindly smile while patting Mokgetsu's shoulder:
"Jonin Mokgetsu, I hope you continue to work hard in nurturing the next generation for Konoha. The future of Konoha relies on young people like you."
Promoting to Special Jonin was a promise Sarutobi Hiruzen made to Mokgetsu from the start: as long as Mokgetsu achieves results with this summer training, he would be promoted to Special Jonin.
When Mokgetsu handed his result data to Sarutobi Hiruzen, Sarutobi Hiruzen had already decided to promote him.
So everything for his promotion was prepared in advance; as long as there were no issues, he would promote Mokgetsu on the spot.
