Chapter 39 - Chapter 39 — Operation Salvation: Preparing a City for Millions Dimensional City — Emergency Council Meeting

"The main reason I called everyone here today," Takumi said while standing at the head of the long, shimmering conference table, "is because I discovered a New World."

The words had barely left his mouth when everyone jumped to their feet.

"A NEW WORLD?!"

The shock reverberated through the entire room. They all knew Takumi had the ability to traverse dimensions—after all, Kagaya Ubuyashiki, the Pillars, and others came from different worlds because of him.

Rimuru leaned forward, eyes wide.

"Takumi! Is this true?!"

Takumi nodded, but instead of excitement, his face darkened.

"It's true. But this world…" He paused for several seconds, letting the tension settle in the air. "This world will make you want to kill people the moment you hear about it."

A cold silence washed over the room.

Benimaru muttered, "That bad…?"

Takumi inhaled deeply.

"This world is a post-apocalyptic wasteland. Humanity is barely surviving. But that's not the problem."

He activated a holographic projection above the table.

Images flickered—ruined cities, monstrous creatures, and finally… small girls being beaten, dragged across streets, starved, or curled alone in dirty alleys.

The entire room froze as Takumi explained the horrors of the Black Bullet world.

Gastrea monsters.

Dying humanity.

And the "Cursed Children"—little girls treated worse than trash.

By the time Takumi finished speaking, everyone's expression had twisted from shock… to rage.

Rage Across the Council

"THOSE MONSTERS!"

Kagaya Ubuyashiki slammed his hand on the table—an act so rare that even the Pillars reared back.

"Are those people still human?! Children… so young… so innocent… how dare they!"

Flames roared from Rengoku Kyoujurou's sword.

"Takumi! Give the order! I will personally eradicate every beast who lays a finger upon a child!"

Shizue trembled, fists clenched.

"For a world to be so rotten… these children… how could they endure such pain…?"

Tears fell down her cheeks.

Behind Takumi, Sakuya kept her expression calm only through extreme effort—her killing intent was suffocating.

"Lord Takumi," she said quietly, "as your maid, I have seen the cruelty of humans. But this exceeds even the lowest depths of humanity. I request permission to join the rescue."

Kanroji Mitsuri, hair bouncing as she sobbed uncontrollably, slammed her palms together.

"Wahhhh—T-Takumi—Rimuru—LET'S SAVE THEM! No child should suffer like this!"

Even the stoic Souei radiated hostility.

And the monsters present? Their anger was fiercer.

"Even monsters protect their young," Hakurou growled. "Those fools deserve death."

Ranga howled in agreement.

Rimuru's eyes glistened with unshed tears.

"Takumi… please. We must save them."

One Million Lives

Takumi finally raised his hand.

"Calm down. I already intend to save them."

Everyone slowly quieted, though the rage still simmered.

"But before that, we need to discuss how to save them."

Rimuru nodded. "Right. Logistics. We can't charge blindly."

Takumi's eyes swept across the room.

"The first thing we need to acknowledge is the number."

"Number?" Kanae asked.

Takumi sighed.

"Kanae, how many Cursed Children do you think exist in that world?"

"Tens of thousands?"

Takumi shook his head.

"Hundreds of thousands?" Rigurd asked nervously.

Another shake.

Kagaya's hand twitched. "Don't tell me… more…"

Takumi took a long breath.

"There are at least one million."

The room exploded.

"WHAT?!"

"One million?!"

"LORD TAKUMI, PLEASE TELL US YOU'RE JOKING!"

Takumi spread his hands helplessly.

"I'm not joking. And honestly? It might even be more."

Rimuru staggered.

"One… million little girls…"

Benimaru muttered, "This is no rescue… This is population migration."

Shuna pressed her hands to her cheeks. "We… we don't have enough food…"

Takumi nodded.

"That's why we need to plan properly. Food, housing, security, medical care… if we mishandle even one part, millions will suffer."

Kagaya's Insight

Silence fell.

Then Kagaya spoke.

"Lord Takumi… the biggest issue we face is food."

The room turned toward him.

"Shelter can be constructed quickly. Using magic and the Orc workforce, we can build entire dormitory districts within weeks."

He looked at Takumi.

"But food… for one million children… we cannot produce that here."

Takumi frowned.

Kagaya smiled faintly.

"But I have a question."

Takumi blinked.

"I wonder… can Lord Takumi still return to our original world?"

Takumi froze.

His jaw dropped slightly.

Then he slowly grinned.

"Kagaya… you genius."

Indeed.

The Demon Slayer World had farms.

Fishermen.

Fields.

Rice.

Even simple purchasing would work—though Takumi was more than willing to "accidentally borrow" several thousands of tons if necessary.

And with his System storage, he could transport massive amounts of food without issue.

He nearly facepalmed.

"How did I forget the obvious?!"

Kagaya bowed slightly.

"Then the greatest obstacle is solved."

Everyone stared at Kagaya.

As though witnessing a divine revelation.

"KAGAYA… YOU AMAZING MAN!"

Rimuru cried.

Benimaru saluted.

Shion sparkled.

Mitsuri hugged him.

Sakuya nodded respectfully.

Even Takumi felt a surge of admiration.

"Kagaya," Takumi muttered, "you absolute madman of wisdom…"

The Road Ahead

Takumi stood.

"In summary—"

He activated a new hologram: a massive city expansion plan.

Dimensional City, already vast, would triple in size.

Housing District Alpha, Beta, Gamma.

Food Processing District.

Cultural Integration Center.

Medical Wing.

Academy Expansion.

"We will rescue every Cursed Child."

He turned to Rimuru.

"Rimuru—start preparing Great Sage to analyze the Gastrea virus. Once we have the formula, we'll mass-produce the cure."

Rimuru nodded confidently.

"It'll be done."

Takumi turned to the Demon Slayers.

"Pillars. Begin combat preparation. Gastrea are deadly, but with your training, you'll cut them down."

"YES, LORD TAKUMI!"

"Benimaru," Takumi said next, "ready the Garrison Corps. We're going to war."

Benimaru grinned viciously.

"Oh? Against monsters? Or the humans?"

Takumi smirked darkly.

"Both."

Finally, Takumi looked around the room.

"We will plan, prepare, and then move out."

He raised his hand.

"Operation Salvation: Black Bullet Begins."

Everyone roared in agreement.
