[Yokohama City -- Hero Rankings Reveal Stadium]]
Japan is currently under a heavy downpour, rain having incompassed all over the Country, with reports indicating for the downpour to continue on like this for the coming days.
Meanwhile, at the facility where the top heroes of the country will be revealed, people ranging from normal civilian fans to news reporters from all over the country have gathered. And they are entering the facility none stop despite the heavy downpour.
Inside the facility, at the main stadium area that will be conducting the ceremony, the news reporters have all occupied the front seats with many fans ranging into the thousands taking seats in the back.
The ceremony starts with the proctor, the president of HPSC, the woman known by the masses as simply Madame president, stepping forward to start introducing the strongest of this era.
The stoic woman steps forward, her emotionless eyes and visage managing to silence the crowd with her presence alone.
"Hello and thank you all for coming. The top 10 pro heroes of the upcoming year shall be announced in a moment. But before that, i have a few things to day,
In today's society of supernaturals, there are many incidents and situations which occurs in our world, they can happen in every moment of our lives.
Even we, the commission sworn to protect this supernatural society, may sometimes fall short, " She turns her head slightly, her dead eyes staring at the various silhouettes at the side and middle of the raised platform, their visages shadowed by closing the lights on them.
"But it is the Duty of a pro hero to overcome those odds. Ladies and Gentlemen i won't be boring you with any further speeches. Let me personally introduce you to our top 10 best heroes of the year. " She finishes, before stepping back and turning her gaze to the silhouette closest to herself.
"Let's start from the left most corner." As she says this, the silhouette closest to her starts walking forward.
The lights suddenly shine down on the person, Revealing her to be...
"A new face in the ranks of the top 10. She made her Agency at Osaka 4 years ago, and over the years has continued to climb the ranks, until eventually she's here.
Thanks to her the skies of Osaka are clear of any villains, and no criminal dares to invite her presence.
The Number 10 in the hero rankings, Dragon Hero: Ryukuyu! " As Madame President finishes, the Dragon hero's silhouette gets fully revealed.
Ryukyu –Tatsuma Ryūko– , is a woman of chin-length blonde hair, which she wears swept back with a headband, a long fringe over the right side of her face, covering her eye. She has thin, yellow, inward-tilting eyes with slit pupils and notably sharp teeth, these aspects being the result of her Quirk.
Her hero costume consists of a dark red, traditional qipao with a pale green scale trim around her shoulders, which seems to only be slit on the left side, with yellow claw patterns on the bottom and smaller ones around her neck.
She wears black knee-high boots and a strap around her exposed thigh, as well as having long, almost sleeve-like white gloves that nearly reach her shoulders, with higher tabs on the outer sides, and they expose her hands from the wrist. She wears a matching green headband with four large, pale purple claws attached, covering the right side of her face, and a set of small black dragon wings protruding from the back of her head for aesthetic. Lastly, a number of gold spiked cartilage piercings decorating her left ear.
The now number 10 pro hero steps forth, accepting the mic given to her, and begins by giving a few words of encouragement to the audience watching her.
"It is with great honor that i accept this humble position into the top 10.
Now i may only be the 10th in the rankings, but know that i will always be there, flying over the skies of Osaka, and helping those in need.
Thank you all for supporting me till this day, i promise that the dragon hero will always be flying over those who are in need. " She finishes, before getting a round of applause from the crowd,
"OHHHHHH!!! "
She gets a round of applause from the audience, the cameras flashing every second to capture the scene.
As Ryukyu steps back, the next, –this time familiar silhouette steps forth,
"From the past years, and many years before that, we have the Pro Hero who has dedicated his life to the people of japan, choosing to serve his country even when his former comrades have all retired.
The Number 9 in the hero rankings! Yoroi Musha, The Equipped Hero! "
Light shines on the platform, letting the Armored hero's form become visible.
The crowd cheers for the elderly man, having much respect for the hero who should be in his retirement home, but is instead here, still serving his country.
Yoroi takes hold of the offered mic, clearing his throat before giving his speech.
"The heroes of japan, the children of our mother land, they risk their lives everyday in order to make a better paradise for the young ones.
As the elderly who used to fight besides the strongests of my era, having lived through many tragedies, i vow to serve my lands until my very last breath.
To me, Love and Respect is everything. And as long as the people love and respect this soil, i will continue to serve my country till my last breath. " He finishes, and this time instead of clapping and loud cheerings, there is a quiet in the stadium.
Everyone is quietly bowing their heads in respect to the elderly hero, the man who vowed to serve the nation that he loves so much till his last breath.
After a moment of silence, where the elderly pro hero moves back, Madame President continues,
"Now then. Next on the rankings, in the number 8 spot which was previously occupied by Yoroi Musha, we have a new hero.
She who had started to become popular 4 years ago. The pro hero without an Agency, but somone who takes down villains on a daily basis.
The Number 8 in the hero rankings, The Rabbit Hero: Mirko! "
Light shines on her, and the silhouette of the rabbit hero is revealed.
Mirko –Usagiyama Rumi–, is a dark-skinned woman of 159 cm (5'2 ft) height. She has narrow red eyes with long, defined eyelashes, and straight white hair reaching her thighs with bangs that extend to the left of her face.
While slender and curvaceous in frame, she also sports a lean, athletic, and well-defined build, especially in her arms and legs. From her Quirk's influence, Rumi also has long white rabbit ears pointing upwards above her head, along with a small and white round tail atop her butt area at her lower spine, giving her an overall resemblance to an albino rabbit.
Her hero costume consists of a sleeveless white leotard with dark purple trim around her shoulders and waist, a wide yellow crescent moon design over her chest, and a single thick metal plate wrapped around her midriff. She wears purple thigh-high boots to compliment her leotard, with more plating around the heel and toe areas, making her feet look like those of a rabbit. She also has a pair of thick, white gloves on her hands with long cuffs, sporting small triangular protrusions around their edges.
the smirking number 8 takes hold of the mic, her red eyes firece and her grin wide, showing the crowd her pair of white teeth.
"All I'd like to say, is to bring it on you villains! I'll take every single one of ya down! Hah! " She finishes, before giving the mic back and striding back without a care in the world.
She nevertheless gets her applause from the crowd behind her, and many cameras flashing to capture her great form.
Madame President, regardless though continues on. " Next, At the number 7 spot we have... "
A cape wearing silhouette steps forth, even without his form revealed, most of the people here know who he is,
"What? " "No way! " "Didn't he fall in the ranks once already before retaining his former number 6 spot?Now it's gonna happen again? " The crowd begins wispering among themselfs, not expecting this scenario again,
Madame President though, continues on.
"In the number 7 spot, we have The Shield Hero: Crust, " The madame announces, leading to quite the uproar from the crowd.
Crust is a hero loved by many, being a hero who always prioritizes protecting the citizens over fighting.
As crust takes hold of the mic, he grins and let's out a boisterous laugh, making the slowly riotingfans stop,
"Hahahahaha! It seems my spot was once again taken from me! Hahahahaha! Good! That's good! It means that we have more competent people other than me who will protect the citizens of japan!
I am not mad nor resentful. Remember, the rankings are just numbers, " He points his thumb to his own heart, "what matters is what's in here, and how you use it! " He smirks, before letting out another boisterous laughter and walking back, quite happy for the outcome of there being somone better than him.
Madame President continues on, "thank you crust, for your words of encouragement.
Now then, next on our list is a person estimated to be the fastest bar the number 1. The man who managed to enter the top 6 the same year he graduates from his hero school and makes his agency.
The Number 6 spot for this year goes to a new face, " The lights shine on the teenage pro hero, letting the masses see the new person who gets revealed,
"The Wing Hero, Hawks! "The title of his hero name speaks for itself, showing the crowd the fierce set of wings that are donning his back, making him out to be bigger than he seems.
Hawks waves to the crowd as he steps forward, taking hold of the mic offered to him before he starts speaking, "thank you for the kind introductions, Madame President. Now then,
In terms of giving a speech, i must admit i didn't really come up with anything. Although... " He looks back and his gaze finds Yoroi and Crust's, along with a shadowed sillouette behind him before he lets out a chuckle, "... It's actions that speak louder than words, am i right? "
"OHHHHHHHHH!!! "
The crowd begins to cheer, some talking about his aesthetics, his hero costume, some pay attention to his speech, seeing the arrogance in his words. But most see the giant red wings that are behind him.
Hawks gives a theatrical bow, his wings soaring up above him and in a curve, before he straightens and gives the mic back, returning to his previous spot.
"That was some speech out there! " Crust gives him a thumbs up, making the teenage hero smile his way with his eyes closed, "thanks! It was kinda nerve wracking to be honest. I didn't know you had to give speeches in these ceremonies. "
"Huh? You didn't? Oh also that reminds me, which hero school did you go to hawks? You would be famous with the giant wings on your back wouldn't you? " Edgeshot –Kamihara Shin'ya–, steps up and asks, making the younger hero pause in his talk.
"Oh! That, well you see, i was actually-" "Next on the list, we have the Number 5 spot. "
Before hawks can elaborate further, Madame President speaks up, leading to the hero Iternally giving out a sigh, 'sigh, what a blunder. I should remember that these guys are the best of the best. You can't be too carefree around them hawks. '
Hawks –Takami Keigo–, chides himself before paying attention to the ceremony.
Edgeshot slowly walks forward, throwing out his signature pose, with his two middle and pointfingers up and his other fingers interlocked, giving him a ninja like aesthetic.
The light shines upon the hero, letting the crowd go wild once again and start cheering.
"In the Number 5 spot, we have the Ninja Hero, Edgeshot. He has solved many crimes that goes unnoticed by the public, protecting this society from the villains in the shadows. " The Madame finishes, extending the mic for the posing hero to give a speech,
"Protecting the citizens of this country is my sacret duty. As the person who is one with the shadows, i shall strive to make sure no one is hurt by the evil hiding within those said shadows.
After all, that is the purpose i was born for, and the reason why i have this power. " Edgeshot finishes, leading to many applauses and many female fans fawning over him,
"KYAAAAAA!!! HE'S SO COOL!!! " "MARRY ME EDGESHOT!!!!! " "NO! I CALLED DIBS ON HIM FIRST!!! " The crowd begins to get a bit fiesty in that corner.
Nevertheless the ceremony continues,
Edgeshot steps back, letting the spotlight for the next hero to come forth,
"In the Number 4 spot, we have the one with the cleanest record in capturing villains since his debut many years ago. The person who has won the Yearly 'Most Fationable Jeans' award, The Fiber Hero, Best Jeanist! "
Best jeanist steps forward, taking the mic offered and waiting for the crowd to settle,
"Thank you, everyone. In the years I've spent on this career, i have come to one conclusion, " He says, making the crowd curious. "The conclusion I've come to is this. We, as heroes, will always strive to make the world a peaceful place. And in doing so, we shall ensure that the next generation can grow in the light of the society that we bring.
Happiness, Hope, and Safety, these are things that we hope to create in this society. They are the rewards we hope to give you, –and ourselves as well. " He gives a curt bow, before giving the mic back to Madame President and turn to head back, on his back a chorus of praises coming his way.
After a few seconds, Madame President steps up again to continue with the ceremony,
"We thank the pro hero for his continued servitude of our society, helping in making our world a safer place.
Now on to the next pro. In the Number 3 Spot, we have the man who quickly climbed the ranks of the hero society, starting his career only 2 years after graduation from his hero school, a man who's bloodline has produced the most exceptional of heroes for the last few generations. "
Redvein begins to advance forth, his 195 cm (6'5 ft) visage making his advance quite noticeable by the crowd.
Despite being the same height as the Number 2, he is quite distinguishable by the Aura that he gives off.
As Redvein comes forth, even before his sillouette is revealed, the crowd has already started cheering and losing their minds over him.
After all, this is the prodical hero who's mere presence stops villains from committing crimes. The hero who's stubbornness and grit alone can overpower even those stronger than him.
"In Third Place, we have the Lifeline Hero, Redvein! " Madame President Introduces and the lights are shined over the hero, letting the crowd see him in all his stoic 195 cm (6'5 ft) glory.
Redvein takes hold of the offered mic, bringing it in front of him to speak,
"as is my sworn duty, and the duty of my family for the last few generations, i vow to be there whenever you need me. That is all. " Redvein finishes, and despite the few words he still gets cheers and applauses on the same level, if not stronger than the previous announced ranks.
Redvein walks back, standing in his spot and letting the next hero walk forth.
"A man of few words indeed. " Yoroi says, making Redvein nod his head, "there is no need for a long speech. It is one's actions that should speak, not their words. " Redvein repeats his ideals, but despite the continued repeats, it never becomes mundane in the eyes of others,
In fact, Redvein continues on making his ideals be respected and admired by the people of the world.
"The Number 2 spot sadly didn't make it to the ceremony, his reasonings were about a case he was conducting.
We thank the Number 2, The Flame Hero, Endeavor, for his continued work in making our nation a safer place.
Now on to our last and most anticipated rank.
Like the few years before, his rank hasn't changed. In fact, he has continued on making a wider gap appear between himself and the ranks below him.
The Number 1, The Symbol Of Peace, The Strongest Hero, All Might! "
Lightsshine on the hero, letting his visage along with his costume become visible.
The 220cm (7'3 ft) hulk of a man let's out a boisterous laugh, being the tallest and most intimidating presence here!
"HAAAAAA HAHAHAHA!!! IT IS I! ALL MIGHT! STANDING ON THE PODIUM IN THE MOST FLASHIEST POSE!!! "
"WOOOOAH! IT'S ALL MIGHT! " "HIS SPIRIT IS AS HIGH AS EVER! JUST WHAT YOU WOULD EXPECT FROM THE NUMBER 1! " "I DIDN'T EVEN DOUBT THAT HE'D BE NUMBER 1! HE'S THE STRONGEST THERE IS! " "THE SYMBOL OF PEACE FOR A REASON! "
Many fans start talking, the stadium suddenly becoming very noisy.
Everyone loves him, because he is the reason japan is so peaceful, he is a pillar that holds the world at his mightly shoulders, letting people rest at ease.
All Might always has a sort of impact whenever he arrives at the crime scene.
For example, when a villain attacks, and other heroes come to fight them, the bystanders would think, 'i wonder if he'd win or not? The villain better be captured. ' or something similar.
But when All Might is on the scene, 'woah! All Might! This fight is already over i guess. ' this is the kind of thought that goes through their heads.
All Might has made quite the impact on this society, an impact and reliance on him that has made the hero society weak.
He may be the strongest, but at the end of the day he too is human. One days, he's going to fade away too, leaving behind this huge gap for the ones after him to fill.
All Might can't be everywhere all at once, and it will show in the next couple of hours...

Meanwhile at Tokyo Prefecture, specifically the giant Shopping Mall at Kyashi Ward, which is situated at the Western side of the Prefecture, making it under the jurisdiction of the Might Tower Agency,
It is currently raining profusely, the skies over Tokyo being clouded so thickly that, reporters say it's going to be raining a lot for a few more days before calming down.
But this isn't a detterent for the people working their stalls and shops within this facility.
For the people inside the gigantic Mall, the rain doesn't matter. Because they have automatic glass roofs that will come and patch the top crack in the middle of the Mall, preventing rain from pouring through. It's a very convenient feature that let's the mall be active no matter the state of the weather.
It is currently Saturday, 12:00 in the morning, making it a day off for the working citizens of the country. It is also the day where the Mall would be flooded with many people, those from the age of 10 or above, people with their families or friends, all coming to this Mall despite the weather.
As people go in and out of the place, a little farther than the entrance and into the parking lot, a sleek black sports car arrives and parks, it's design catching the eyes of those around.
The two seater sports car is turned off, before it's side doors are opened upward and two people, –one a mother and the other her daughter, exits the vehicle.

They exit the vehicle, their clothes consisting of a matching black leather jacket and leather pants, and on their feet two pairs of long boots. Once they close the car doors, the duo quickly run for cover from the pouring rain.
Once they are under cover besides the big mall district's walls, Kie shakes her head a little, sighing as her clothes have gotten a little wet, but otherwise fine. Same with Retsu. "It just won't stop pouring down! " Kie complains, getting a nod from herdaughter.
"Let's head inside now. The Rain won't stop but inside the Mall it won't reach us. " Retsu says, and the duo begin heading inside the Mall to start with their mother daughter shopping spree.
The reason Kie chose Tokyo's big and Famous Mall instead of her own city's,is because this mall is very far away from Hinode, making it so that people wouldn't easily notice them, because no one would expect the miracle and her mother to be visiting this place all the way from Hinode City.
Though they still disguised themselfs in caps and black masks, just to be sure.
As they enter the gigantic gates of the place, behind them, a few feet away and under the rain, a man soaking under the weather is seen.
His sillouette is soaking wet under the weather, his swampy green like hair is wet as it reaches all the way down his middle back, and his eyes, those sickly dark green orbs is zeroed in on the shopping mall facility.
Specifically, they are looking at the glass roofs that are activated on top of the Mall, acting as it's shelder and not letting the rain through the crack in its middle.
He grits his teeth in pure anger, grinding them against each other and making gnashing sounds that are irritating for the ear.
'H-how dare they! HOW DARE THEY NOT SOAK UNDER THE GODDESSES TEARS!
THE GODDESS IS SHEDDING TEARS AND THEY ARE COVERING THEMSELVES INSTEAD OF SOAKING IN HER DIVINE ESSENCE!
Unforgivable! UNFORGIVABLE!!

He slowly begins walking towards the facility, his crazed eyes unforcused and trembling at the sight of the mall.
'Since that F-f-false G-g-god isn't here, i c-c-can do whatever it is i need to d-d-do to make my g-g-goddes happy! Hehe~ HAHAHA~
In the name of the G-g-goddess 'U-u-umi', I SHALL TEAR APART THESE H-H-HERETIC'S BELIEFS AND LET HER TEARS F-F-FALL UPON THEM!! '
since All Might is currently away, that makes this the perfect chance for a crazy villain to start chaos within this city.
