"How was the meeting?"
Shikaku walked into the office and asked.
"It was alright. Nobles have given two hundred million ryo to protect their lives while putting up that barrier around the Land of Fire."
Naruto answered while looking at a paper recently given to him by the Education Department.
Kakashi had made a lot of modifications to the Konoha Academy. He wanted the Hokage's approval and budget to continue with these changes.
Naruto looked at the total amount of money that Kakashi was asking for, and his lips twitched.
Thirty-five million! That was the same as Asuma's bounty.
Why did the Academy need so much money? It turned out there was a lot of equipment that needed to be replaced.
The academy also lacked proper training grounds for regular training.
Since Naruto had basically assigned the combat power for each ninja, they had to make sure at least every ninja had the strength of an Elite Genin before leaving the academy.
More importantly, the so-called strength of a Genin would also change with the arrival of the Evolution Potion.
In order to facilitate those things, Kakashi had to spend more on training equipment, area, and even teachers.
The academy couldn't just be one big building. It had to expand more as the number of ninjas would slowly start getting bigger with that potion.
But after looking through documents, Naruto realized most of the money was not spent on those things.
Kakashi was planning on spending more money on teachers.
According to him, the better teacher they could find for these students, the stronger they would become after graduation.
Normally, Kakashi wouldn't have requested this before.
But after seeing Naruto make so many changes, many of which were contradictory to their traditional operation, Kakashi decided to be more innovative.
He was hiring four Special Jonin for each class: Ninjutsu, Genjutsu, Taijutsu, and Weapon Specialist.
This would increase the demand for Special Jonin drastically. But it wasn't a problem for Konoha anymore.
Most of the Special Jonin remained in that position because they could only excel at one thing.
These people had spent decades training to become stronger, but they only had talent for one thing.
So even though they reached the strength of a Jonin, it was only in one area, which made them special but not strong enough.
Considering the gap between Chunin and Special Jonin could be bridged by Chakra and a lot of training, Kakashi's idea was brilliant.
With the help of Evolution Potions, more and more Chunin could become Special Jonin within a month.
Considering the new courses would start in June, there was more than enough time for Konoha to stack up special Jonin.
Because of this, the yearly budget of the Konoha Academy was raised to thirty-five million.
According to Kakashi, this number would only increase if they wanted to use the curious and young minds of the new generation for experiments.
Kakashi planned to combine the Jutsu Research and Development with the Academy, allowing the students to use their curiosity in the creation of new Jutsu.
But it was easier said than done. Most of these ninjas were only twelve during their graduation, when their brains were barely developing.
The reason why Kakashi was able to develop Chidori at a young age was that Chidori was just a Rasengan collapsing on his hand because of the added lightning element.
Of course, Kakashi added some modifications that slowly transformed Chidori into Raikiri, which increased its penetration power.
Later, Kakashi turned it into Purple Lightning, which truly worked like a lightning blade, coating his hand like a blade.
On the other hand, Chidori was a ball of lightning that kept releasing lightning Chakra around it.
That's why the first Chidori caused destruction to the ground.
Twelve was too early to develop a jutsu. So, Kakashi planned to increase the learning age from six to nine.
Instead of studying for six years, the academy students would study for nine years and slowly develop their skills on their respective paths.
In other words, except for this year's graduating team, Kakashi had basically increased the number of years of study for other students.
'Alright! This is better.'
Naruto agreed without any hesitation. He knew twelve was too early.
Even if ninjas' children grew up too early, fifteen was the perfect age for them to become a ninja.
More importantly, even if the war was coming, with the Evolution Potion, their casualties would be much lower.
"I've agreed to Kakashi's proposal. What do you think?"

But the Daimyo could simply hire Konoha to assassinate that person and bring their wealth to the Land of Fire.

So, the Daimyo also controlled his assassination attempts and focused more on forcing them to pay the taxes while letting them live.
Naruto's new business was bound to bring a lot of money in taxes to the Land of Fire, which Naruto could use as leverage to increase Konoha's budget.
Naruto didn't need to do this because of Mikoto's Kannon, but he understood the importance of honesty and transparency in work.
His job was to make Konoha a better place, not to become the second Hiruzen.
