Third Hokage wasn't the strongest, but putting aside the fact that Mito wouldn't compete, he was the second strongest.
Fourth Hokage also had a close contender in Orochimaru and Jiraiya. Unfortunately for both of them, Minato was a monster.

Orochimaru's eyes brightened.
'This is it. This is the answer I needed. If Minato could store his experience within Chakra and transfer it to his son.'
'Can I do the same? Minato might not have used Yin-Yang Release. What if I use Yin-Yang Release alongside Sealing Jutsu?'
'Yin-Yang Release allows me to control imagination and give life to that imagination. It doesn't have to be life; it can be an idea itself.'
He looked at Kimimaro's files and thought.
'What would happen if I use Curse Seal, but instead of storing my soul, I store the experience in the form of data using Yin-Yang Release?'
'No, no, no, just experience is not enough. Bloodline, Chakra, even genetic information needs to be compressed into data.'
His eyes brightened.
"Naruto-kun, I never thought that by cursing you I would find a new way towards immortality."
