Unlike Sasuke, he wasn't burdened with the hate, so he didn't care if Naruto surpassed him or not.
Just like Sasuke, he was also an intelligent person. So, he could also do the same thing and connect Naruto with the Fourth Hokage.
Since Naruto was Nine-Tails Jinchuriki and the son of the Fourth Hokage, it made sense that Naruto could surpass him, especially after learning from the Fourth Hokage.

When he said that, Shino's body shook.
"We need to tell our teacher about this."

Suddenly, Shino felt a powerful Chakra flowing into his body but remaining inside his body.
"Don't worry! If they make a move, I can stop them, all of them, with this power."
"Besides, they won't stop the Chunin exam because of a Genin's words, will they?"
Shino paused for a moment, thinking about Naruto's words. He also realized that he was too anxious.
The enemies hadn't made a move, and the warning came from a Genin. They couldn't change anything, not now at least.
"Hey, loser, you are not bragging, are you?" Sasuke couldn't help but get suspicious about Naruto's confidence.
After all, if Naruto was telling the truth, he had already surpassed Sasuke by a mile.
Naruto smirked and said.
"Why? Jealous of my strength?"
"Humph! You are too confident, loser." Sasuke's anger flared as he stared at Naruto, releasing his Chakra.
Naruto waved his hand and said.
"Don't worry, that's not my strength. It's Kyubi's strength. More importantly, I don't plan to use his power against you."
Sasuke clenched his fist and said.
"Are you looking down on me, loser?"
He was just a second away from exploding at Naruto. But Naruto didn't care. He knew this wouldn't be the same as the future Naruto.
Here, he had already surpassed Sasuke.
Naruto and Sasuke had similar power-ups.
Naruto had Kyubi, Sasuke had Eternal Mangekyo Sharingan. Naruto had Sage Mode, Sasuke had Mangekyo Sharingan.
Naruto had the shadow clones training method, and Sasuke had the sharingan copying method.
Naruto had Rasengan and its variants. Sasuke had Chidori and its variants.
