The building had a placa in front of it with a fountain that had clear water. People occasionally threw coins in the water to wish for luck.
Feyra went over to look at the fountain. She was fascinated by them and loved seeing water move. It was beautiful and calming to her.
"Wow it's huge!", Najenda said looking up the building.
Flore smiled and looked around. He seemed fascinated by the architecture and the statues around it.
"It's a government building after all. And it is in the Capital so it is no wonder it is huge.", Mattes explained standing next to Feyra who started to play with the water.
It's so satisfying somehow to disrupt the flow of water. Hmm... This reminds me of something... Something... Something... Like the flow of time gets disrupted by one event happening? I don't know... But it feels familiar.
After this Feyra stopped playing with it and everyone went inside to be greeted by a big hall with even more statues resemblimg goddesses and various mythological beings.
"Look over there! Isn't this resembling Aquarius?", Najenda asked hinting at a statue with an amphore where water was flowing out.
Flore looked at the statue too and went over. "This is indeed Aquarius. What marvelous craftsmanship. Just look at the details!"
They seemed very excited while Feyra was still looking at other statues like Gemini or Virgo.
Only after that did she look at Aquarius who held an amphore on his shoulder and created water from it. The hair of the statue felt like it was flowing even though it was all carved out of stone.
Only after a while did Feyra go over to the counter and ask about her permit. "Excuse me. I need a permit to enter the government district."
"The government district... Let me see... Do you already have a permit for being in the Alliance? We need to make sure you aren't a terrorist so this permit is necessary.", the person behind the counter said. He was a little small and older with displaced teeth and glasses.
Isn't that how geniuses are often described in novels or dramas? The bookworm who is ugly but incredibly smart. I suppose it depends more on the person... Some can't do much about their looks... Poor guy...
"I'm sorry. I need another permit? I don't have it.", Feyra answered honestly.
"No worries. Let me check if the person responsible for the permits is already here.", he said while writing a message via Fax.
What is that machine? It seems to be able to relay messages but I've never seen it before.
After a while of silence the guy shook his head. "Please wait a moment. It seems my co-worker hasn't come yet."
Feyra nodded and took place in the big hall between the statues.
Mattes and the group came after her and got their permit relatively fast. "We already got our permit. Now it's time for another goodbye. Hopefully we may meet again.", Mattes said before walking to the door.
"Oh before I forget it... I was supposed to send letters to a peculiar traveler who wears leather armour and a chainmail skirt and has a peculiar hair colour, right?"
"You remembered that?", Feyra asked honestly, not thinking that it was that memorable.
"I did. Guess it's right then. Well... Till we meet again!", with that Mattes and his group went out of the building, leaving Feyra behind.
Not long after and the guy from the counter came over and gave her a piece of paper. "This is the room for the other permit that's required. Please go up the stairs and to the room."
Feyra nodded, took the piece of paper and stood up before walking up the stairs to the second floor.
Somewhere to the left the room should be. This is room 204, here is room 205 and this is... Ah there is room 213!
Feyra knocked on the door and a sweet female voice called out for her to enter.
"Hello. I was informed you needed a permit for staying in the Alliance. Then let me see... You don't carry any weapons with you?"
"No"
"Do you have any powers?"
"Yes"
"Please specify."
"I wield the Power of Destruction."
Silence. The woman looked first at her typewriter before slowly turning her head to Feyra. "The Power of Destruction? Does that even exist?"
"Uhm... Well... It's a little complicated...", Feyra answered also looking like she didn't want to explain everything.
"Okay. Then I'll note it down like this. Let's move on. Age?"
"..."
"What is it this time?", the woman asked looking at Feyra.
Feyra stayed silent being unsure what to answer. I should state my age, right? But... Wouldn't that be suspicious?
"Okay let's move on. Belonging to any Faction? Such as the Highest Court or similar."
"No"
"Any other group you belong to?"
"Yes"
"Please specify again."
"The Fallen Angels."
Silence once again. The woman turned her head again to Feyra. "Fallen Angels!? Okay... I'll note it down for now. Moving on. Living place?"
"Ehm... None?"
The woman stopped typing again and let her head fall down. "You have no place to live, no home, or something similar?"
"No"
"Okay. Then I'll need you to get two more permits before I can finish this one. Please go to room 314 for checking your powers and making sure you aren't going to use it to harm anyone and to room 543 for your personal information.", the woman gave Feyra another piece of paper stating which permits she still needed to get.
"Thank you." She stood up and left the room before walking up the stairs once more to room 314.
"Come in." The door stood open and a middle aged man sat inside. He had various tools around him that looked a little dangerous.
"I'm here for the permit that my powers are safe.", she said and showed the piece of paper to him.
The middle aged man nodded before telling Feyra to take a seat and started to look at the paper in front of him.
"Let me see... Okay. Do you use your powers regularly?"
"No"
"Okay... That isn't the best advantage. Anyway... Are you in control of your powers?"
"Yes."
"That's good. Now before I can move on I need to know what type of power you have."
"The Power of Destruction."
The man stopped typing before looking in a book and back at Feyra. "Are you sure?", he asked looking above his glasses at Feyra.
"Yes. The story behind it is a little complicated.", she answered and the middle aged man nodded.
"Okay. I'll now have a personal question. What do you usually do or use your powers for?"
"What I use them for? It's rare that I use them but if I need to use them occasionally when I want to help people."
"Do you usually help people in different ways too?"
"Yes. I am versed in medicine and have already helped some people to understand a disease or help someone recover."
I likely shouldn't mention that the one I helped to recover was a dragon...
"Okay. That's all for now. Before I can finish it you'll still need the permit about your personal information from room 543.", the man said.
Feyra stood up and thanked him before she went out of the room to walk up the stairs even more. Now she was under the roof on the fifth floor and had to walk down a long aisle searching for room 543.
After a while she found it and knocked on the door. The voice of a woman drifted to the door telling her to wait a moment before coming over and opening the door for her. "My bad. I still needed to clean up a bit. Please come in."
"Thank you." Feyra went inside and sat down.
The woman was young and a little clumsy with long light brown hair.
"Okay. You're here for your personal information permit. Let me see. Do you have a birth certificate?"
"A birth certificate? What is that?"
The woman looked at her a little confused. "You don't know what a birth certificate is? You usually get it when you're born. There are only few people who don't have one which are usually far older from a time where they didn't exist.", she explained. "But even those older people get their birth certificates from their nation later usually to get into every place in the world. One needs to state their parents and where they used to live and time they were born. However... Without knowing one's parents it's hard to get the certificate."
Seriously? Are you telling me I can't get a birth certificate and thus also no permit? Let's put aside the fact that the Kingdom would never give me a birth certificate to begin with... I don't even have parents!
The woman noticed that Feyra's expression changed a little. "Miss? May I ask if there is a problem?"
"Well... It's like this... I can't get a birth certificate... I'm from the Kingdom.", she said a little despairing that she had come here for nothing.
"The Kingdom... If you can't get one I assume you're a bit older than you look. Is there any other problem? Are you able to remember your parents?", the woman asked looking a little concerned.
A little older than I look? A little? I guess I could say much older than I look. Was this really all for nothing? How can I even say I have no parents? Perhaps I should go with the way of not remembering them...
"I can't remember my parents sadly.", Feyra said sounding sad. She tried to make it look as natural as possible, but in truth she couldn't say that she was sad that all of this was for nothing.
"Oh... My apologies Miss. Without a birth certificate I'm unable to write you a permit. I'll tell the others about this. We'll keep your information and ask the government how to fare. Please await further notice. May I ask where you're staying?"
Feyra answered her and the woman noted everything down. After getting the information she was a Fallen Angel she noted down a special information that may make it easier for Feyra to get the permit even without a birth certificate.
Feyra went down the stairs again and outside. The sun was standing high and it was early afternoon. The water reflected the light and made for a beautiful and calming look.
Why do I even need so many permits to get into the government district? Isn't that a little much? Anyway... My stomach starts complaining. I should look for a restaurant nearby.
Feyra started walking towards the main road and looked at her map if she could find a restaurant somewhere.
Not long after did she find a small restaurant that was a little hidden and near the wall of the Capital.
The owner seemed to be happy having a customer and immediately came over to her to ask what she wanted.
"I would like to have a glass of water and a specialty from the Alliance.", she said before looking out of the window and seeing the bustling main road.
The window she was sitting next to had a direct view on the main road through a small alley that was next to some houses.
People came and went by. Some entered shops while others just looked at the wares. Women often wore long skirts while men wore layered clothes. Their pants were sometimes puffy and other times very neat.
The fashion of the Alliance truly varies. A lot of influences came from the nations around and all those styles come together. One style is more common to the Southern regions while others clearly come more from Northern regions.
Feyra drifted off in her thoughts while watching these people. Even children had different clothes on. Some young boys wore small hats while others didn't.
Feyra was interested in these people, not noticing anything around her.
"Excuse me. May I join you?"
