Chapter 30: Hated Clan
---Another Meeting---
The meeting room inside the Uchiha Clan compound was once again welcome the people from Uzumaki Clan. This time, Uzumaki Raiken and his trusted subordinates—Kenshiro, Arata, and Hiroki—were invited to another formal discussion with the clan leader and the elders of the Uchiha Clan.
On the Uchiha side, the person who attended this meeting are the Clan Leader, Uchiha Hikaku, along with several respected elders of the clan such as Yashiro, Inabi, and Tekka. Everyone sat on tatami, the room lit softly by the sun shine from outside, the scent of tea are lingering on air.
Before any official topics were raised, Hikaku stood up to address to the people inside the room.
"Before we begin today meeting," he said, his voice clear and loud, "I would like to express our deepest gratitude to the young clan leader of the Uzumaki Clan, Uzumaki Raiken, for his outstanding contribution to our police force eventhough he is not from Uchiha Clan and the continued cooperation between our two clans."
Clap! Clap! Clap!
The Uchiha elders joined in, clapping in unison—not out of politeness, but in genuine acknowledgment. It was rare for the elders to openly show respect to someone outside their clan, but Raiken had proven himself worthy of their trust and gratefulness.
Raiken offered a modest smile and raised his hand acknowledging it. Kenshiro, Arata, and Hiroki also showed their appreciation, humbled by the positive reception from the prideful Uchiha elders.
Hikaku continued once the applause died down. "Today's meeting has two main points of discussion. First, we will address the developments surrounding the Uzumaki Shop where Uzumaki Clan had offered to hire some shinobi from Uchiha Clan as a cashier. Second, we wanted to discuss about the time suitable to recruit civillian as a part of Konoha Military Police Force."
The elders nodded. Hikaku had already briefed them beforehand, later they had requested to hear the details directly from Raiken himself. His strategic insights had impressed them after a simple suggestion manage to make all adult in Uchiha Clan got their new job.
Hikaku turned toward Raiken. "Raiken, your proposal to include civilian recruits in the village's policing and patrol system is, frankly, brilliant. We had done internal meeting and we believe it holds great potential for improving public trust and expanding our influence in a positive way. What we'd like to hear from you is—when would be the most appropriate time to implement this plan?"
Raiken leaned forward slightly, hands folded neatly on the table. "Thank you, Clan Leader. In my opinion, we should take a more relaxed approach and wait at least three months before recruiting new civillian as part of Konoha Military Police Force."
"Three months?" Elder Yashiro raised an eyebrow. "Why wait that long?"
Raiken glanced at his subordinates before answering. "There are two main reasons for the delay. First, we've just finished absorbing all eligible adult Uchiha shinobi into the Military Police Force. If we immediately begin recruiting civilian shinobi as well, it could give the Hokage's office—or more specifically, certain higher-ups like Danzo—an excuse to reduce funding to Police Force. They may claim that our force is becoming too bloated or question the necessity of additional personnel."
He paused for effect before continuing. "Remember, public sentiment is a weapon just as dangerous as a kunai. Even if we have contracts or agreements in place, battling public opinion—especially when manipulated from behind the scenes—will not be easy. By waiting three months, we allow enough time for the new Uchiha police salaries to be officially processed and documented by the Konoha Finance Department."
The elders nodded in agreement. It was a clever move—Raiken understood the bureaucratic machinery of Konoha far better than most.
"The second reason," Raiken continued, "is financial. As you know, the Uzumaki Shop isn't open to the public yet. We've made a promise: if the Hokage's office denies funding for civilian recruits, then the Uzumaki Clan will step in and provide support. Specifically, we'll cover their salaries using the profits from the Uzumaki Shop. But until the shop becomes fully operational, we don't have that revenue stream available."
The room went quiet. Most of the elders were unaware of the Uzumaki Clan intent to personally subsidize the police budget. It was a bold and generous offer.
Yashiro leaned forward, clearly surprised. "You're saying the Uzumaki Clan is willing to fund the salaries of civilian recruits? Isn't that… unfair to your people?"
"Yes, it is a heavy burden and unfair," Raiken admitted. "But the shop we're referring to is a joint venture—staffed by both Uzumaki and Uchiha shinobi. The profits generated will benefit both clans. However, I must ask frankly: aside from this collaboration, does the Uchiha Clan have any established industries, businesses, or rental land contracts that generate consistent revenue?"
Yashiro's expression tightened. "Yes, we do. We own land and have merchants who pay rent. It's not massive, but it's steady income."
Raiken nodded. "That's good to hear. In that case, I propose a 50/50 model. The Uzumaki Clan will cover half of the civilian recruit salaries, and the Uchiha Clan will cover the other half. This way, no one clan carries the full burden, and we maintain balance and fairness."
The room fell into thoughtful silence.
Hikaku turned to Yashiro. "What do you think?"
Yashiro exhaled slowly, then nodded. "It would be shameful to ask the Uzumaki Clan to cover everything. I agree—we go 50/50. Besides, now that all adult Uchiha have paying roles in the Police Force, our financial situation has improved. Our clan is more stable and prosperous than before."
Hikaku smiled. "Then it's settled. We'll prepare for the implementation in three months. In the meantime, we'll finalize the agreements and ensure everything is documented properly."
---Normal Patrol---
The once-buzzing merchants suddenly fell silent when they saw members of the Uchiha clan patrolling the area. These Uchiha were different from those seen after the Nine-Tails attack.
Unlike in Naruto timeline, they hadn't been involved in any major incidents nor smeared by blame for catastrophic events like the Nine-Tails assault.
They carried themselves with arrogance, especially when dealing with ordinary civilians. In fact, some of the bad reputation surrounding the clan had stemmed from this behavior. The older generation of Uchiha — such as the clan leader and the elders — had accepted their roles with pride and genuinely wanted to do what was best for Konoha.
However, by the time the second and third generations of the Uchiha police force took over, some had already become intoxicated by the authority granted to them. They developed the illusion that their clan was untouchable. That was why, during scuffles or arguments, many civilian parents would sternly warn their children not to provoke the Uchiha under any circumstances.
