"Are you insane?!" Raph asked Leo, pacing around the room.
"Yes. But that's besides the point! They could have stopped the Kraang!" Leo defended as Donnie helped to replace his bandages.
"Nardo, that is not the problem. The problem is that you accused the leaders of an entire city, and insulted them!" Donnie snapped.
"Oh please, they won't kill us. That would require them meddling with people from above the city." Leo scoffed.
"You're doing it again." Raph warned. "Pretending everyone but you is at fault."
"You're one to talk! You weren't even there! You were busy being taken over by the Kraang. Raph, of all people, you should be the most upset!" Leo shot back, standing up. Donnie stood up with him, protesting as he walked towards Raph, using his sword like a cane for support. "You're blind, Raph! In all the sense of the word! Look at me through your right eye and tell me you don't blame them for not helping!"
Raph froze, falling silent. "...You can't. Because your right eye is blind and you know that they could have done something. They could have saved you." Leo spoke slower, venom and pain in his voice. He turned to his brothers and father. "They could have saved all of you. But their cowards. They're too scared to do what needs to be done."
"Blue, we know you are upset. We all know what you say could be true. But the councilors have a point. They couldn't risk the Yokai. And they can't risk the Yokai now." Splinter tried to reason.
"Besides, maybe the humans will be nice to the mutants." Mikey perked up. "April can vouch for us!"
"And when was the last time we heard from April?" Leo asked. "Has anyone heard from her at all?"
The group went silent. "I–I texted her this morning." Mikey offered. "M-maybe she's busy. Her home was probably destroyed too. Maybe her phone too."
"Donnie. Call her." Leo challenged.
"Leo, I'm not going to call her just so you can prove a-
"CALL HER DAMN IT!" Leo snapped. The room went silent once more as the brothers stared at Leo.
"Okay, just calm down." Raph said slowly. "I'll call her." As Raph dialed her number, all that sounded out was her ringtone and then her voicemail, just her voice saying to call her back later because she was most likely busy.
"Donnie, tracker." Leo ordered. Donnie typed onto his wrist pad, pulling up a hologram.
"She is… at Manhattan detention center." Donnie said slowly, looking up as he exchanged looks with Mikey and Raph.
"She's arrested." Leo spoke, venom in every word as his fists clenched. "You wanna know why? Because she's different. Because she believed we were innocent and probably spoke out about it. You think they're going to stop at their own kind? April told us herself that police cops arrest black humans more than white! The humans are afraid of anything different from them, how do you think they'll react to the Yokai race?"
"...It's out of our hands, Leo." Raph answered quietly.
"No!" Leo snapped. He was tired of hearing that. Tired of hearing there was nothing he could do. That they couldn't help the Yokai, that he couldn't convince the council heads, that he couldn't… that he couldn't save Ava. Maybe they could have done something. Maybe they could have found her and helped her, or at least Leo could be there with her in her last moments. "It's in our hands! We can do something right now, and I am not going to wait for someone else to do it!"
"Blue, the council has already made up their mind! We can't convince them otherwise." Splinter insisted.
"We don't need to convince them." Leo realized quietly. "We need to overthrow a Monarchy."
"Democracy." Donnie corrected.
