Gale was interested in Navoli because he wanted to recruit him.
Navoli was a unique ranger; he preferred swords over bows and arrows. Instead of long-range kills, he favored close-quarters combat.
Although this was dangerous, it was precisely this fighting style that allowed him more possibilities.
Unlike other races, the Kaldorei's long lifespan made many Kaldorei cherish their lives. Once they became complacent, intelligent beings lost the opportunity for growth.
Despite the Kaldorei Empire's power and countless mighty Archmages, only one Archmage truly distinguished himself during the War of the Ancients: Illidan Stormrage. The other Archmages either actively defected to the Burning Legion or passively aided Azshara, and even the somewhat famous Dath'Remar was merely a Moon Guard who escaped from Sin'dorei.
Later, even Illidan transitioned to a Demon Hunter, and those powerful Archmages either died in battle or became Naga along with Azshara.
Weren't Archmages Blizzard's favored sons?
Look at the later Guardians; they were true Archmage role models. With the Well of Eternity at their disposal, couldn't Kaldorei Archmages create a Guardian?
Apparently not. Not to mention creating one Guardian, they could have created a hundred without issue.
It can only be said that the Kaldorei Archmages had been complacent for too long and had lost their ambition. Gale saw a glimmer of Illidan's potential in Navoli; even if he couldn't reach Illidan's level, he was still worth investing in.
He invited Navoli to stay at Nathalas Academy for a period, then return to Sin'dorei with him.
He then had Sethonis recruit some newly graduated Archmages to join his Mage Tower. Many Archmages with no prospects gladly accepted his invitation. Many Archmages wanted to replicate Gale's path, hoping to own their own Mage Tower in Sin'dorei.
Gale also found Rielly and told him to focus on his studies at the academy. He also asked him to keep an eye out for exceptional Archmages, to recruit them after they graduated.
Rielly was a quiet person, often lost in his own world. If not for his strong magical talent, his family would never have allowed him into Nathalas Academy.
The Morning Light Family was small in number, and it was already difficult to find a second Kaldorei with excellent magical talent.
Finally, Gale went to visit Prince Farodis.
Prince Farodis was very pleased to see Gale. "My brother, your deeds have long since reached Nasalas."
"Your Highness overpraises me; I merely came up with some insignificant designs," Gale said modestly.
