A cold voice cut through the chaos, and a figure surged toward Nico Robin at blinding speed.
It was Rob Lucci, the former CP9 member defeated by the Straw Hat Pirates on Judicial Island!
Robin's combat awareness was sharp. She immediately tried to stop him, but Lucci's strength had increased dramatically after becoming CP0. Her obstruction barely slowed him down.

Lucci's finger gun hit Robin squarely on the shoulder, and the force sent her flying. She regained her balance, a sharp pain flashing across her pretty face, but she remained standing.
Robin was no longer the fragile girl running for survival.
Now, she had partners, friends, and confidence.
CP0? The World Government?
She would never give up again. If anyone wanted her life, she would fight to the very end.
Eighty rounds of flowers, four trees, heavy strike!
After unleashing eighty rapid blows, four enormous arms appeared around Lucci and struck with tremendous force. The impact wasn't enough to seriously injure him, but it temporarily held him back.
A hundred flowers in full bloom, entangling!
Robin pressed her attack. Multiple arms sprouted from different parts of her body, attempting to bind Lucci's key points. She knew these moves wouldn't defeat him, but they could buy time.
Hastily, Robin activated the Thunder Cloud Weather Stick. But at that moment, three extremely fast figures rushed toward her.
The three CP0 members who had been holding back Enel had seized the chance to attack Robin. Their speed surpassed even Lucci's, and she couldn't stop all three at once.
Robin's danger was imminent.
Yet, in that critical moment, she didn't retreat. She continued activating the Thunder Cloud Weather Stick.
Of course, she feared death, but the man with the 2.6 billion bounty had promised to protect her.
Her intuition told her he could be trusted.
Boom! Boom! Boom!
Three bolts of lightning struck the ground around Robin. The three CP0 members had no choice but to pause to avoid being struck.
At that moment, a tall figure appeared in front of them.
The CP0 members froze. The sneering man standing before them radiated a chill that sent shivers down their spines.
One hundred million volt thunderstorm!
Victor sneered, spreading his palm and pointing at the three CP0 members. A swirling ball of lightning erupted, arcs of electricity surging wildly.
Buzz! Boom!!!
The spherical lightning compressed 100 million volts and exploded with immense force. Unlike the Thunder Dragon's Wrath, Victor's new thunderstorm released all its energy instantly, delivering a devastating blow.
When the thunder dissipated, the three CP0 members had been reduced to ashes, completely obliterated.
"Robin, keep going!"
Victor instructed Robin to continue using the Thunder Cloud Weather Stick, then immediately turned his attention back to Aokiji.
Boom!!
Aokiji's ice fist, wrapped in Armament Haki, smashed into Victor's chest, staggering him.
"Ah la la, Victor, if you fight me while trying to save others, you'll die!"
A hint of coldness flashed across Aokiji's face. Having accepted the World Government's commission, he would not yield. He was not Kizaru.
A trickle of blood ran from Victor's mouth—a rare injury.
This wouldn't do.
Victor had to make Aokiji pay. Perhaps even become a free air conditioner on his ship!
"Aokiji, you can't win! You and the World Government just don't get along! Once I beat you, I'll give you a good place!"
Victor wiped the blood from his mouth, his eyes blazing, and launched himself back into the fray.
Meanwhile, Rob Lucci, freed from Robin's temporary hold, witnessed his three colleagues reduced to ashes. Fear surged through him. Those three were nearly as strong as him, and if they were defeated this easily, he would die if he faced Victor head-on.
Though terrified, Lucci reminded himself of his mission and renewed his attack on Robin.
Meanwhile, Aokiji unleashed his full power, sending ice spikes from the ground and around Victor. The young pirate was somewhat suppressed, forced to consider the consequences of rescuing Robin again.
Victor countered without hesitation, mixing Thunderstorm, Thunder Dragon, and Thunderbird attacks into his sword strikes against Aokiji.
Yet one frustration remained: his thunder seeds could never penetrate Aokiji's icy body. Every attempt was blocked. Just like the last duel with Akainu, ambushing top-level king-class masters with thunder seeds alone was ineffective.
The battle raged on between Victor and Aokiji.
Robin struggled against Rob Lucci while continuing to activate the Thunder Cloud Weather Stick. The thunderclouds now covered most of the sky above the core ruins, and it wouldn't be long before the entire area was engulfed.
Lucci, aware of Victor and Enel's previous battles on Daughter Island, knew he had to stop the thunderclouds at all costs.
Though stronger, Lucci couldn't break Robin's hold immediately. She had improved significantly at the Revolutionary Army headquarters and could at least hold on.
Covered in wounds, Robin maintained her grip on the Weather Stick.
Seeing her struggle, Victor intensified his assault on Aokiji, ready to rescue Robin again, just as a figure emerged from the sea stone spider web into the core ruins.
The intruder was clearly not a Devil Fruit user.
"Hey! You're bullying our friends and attacking our soldiers! You running dogs of the World Government, you really don't want to live anymore!"
