Chapter 28 - Nagato and Dragon

Two weeks later…

Ame had changed again.

During these 2 weeks, multiple cp agents had suddenly gone silent towards the world government.

Thanks to Itachi's genjutsu, Akatsuki had quietly uprooted dozens of embedded CP agents who had been living inside New Amegakure like citizens. Nagato had scoured their minds afterward, peeling away their memories and searching for information about the world government.

He found out about the existence of Vegapunk, CP0, and even the Holy Knights. He had information about disappearances of not only people, but entire islands due to the world governments actions. He learned that the Gorosei had a force called the holy knights.

But even with all that, the World Government remained mysterious, Nagato couldn't find out how deep their power ran since the people he captured weren't high enough in their hierarchy.

Present day, atop the tallest tower in New Amegakure

 The city below buzzed with quiet industry, the newly subjugated Big Mom pirates assisting with cargo, and other subordinate crews seen all over the island.

A cold wind pushed through the open balcony as two figures faced one another.

Nagato.

Dragon.

No guards. No attendants. Just two leaders who could change the world depending on the outcome of this conversation.

Dragon's cloak swayed in the wind as he looked out over the cityscape.

"I've watched you for months," he said finally. "Watched the battles, the growth, the message you send. The World Government's fear of you grows by the day."

Nagato smiled faintly. "Good. Fear sharpens obedience."

Dragon didn't flinch. "It also sharpens desperation."

Nagato said nothing, waiting.

Dragon turned to face him fully. His expression was calm, controlled… but beneath the surface was something else, a faint glint of determination.

"The balance of the world is breaking," "A Yonko has fallen. Shanks and Kaido have begun moving. Whitebeard prepares for war. And the World Government…" His jaw tightened. "They're not going to keep letting this slide They're going to make a move soon."

Nagato's gaze sharpened. "Then speak plainly."

Dragon inhaled slowly.

"The Revolutionary Army seeks to ally with the Akatsuki."

"Our goal is to topple the world government, and the Akatsuki seems to have similar goals."

Nagato didn't blink. "You understand the cost of standing with us? Once our two organizations move together, the World Government will no longer treat you as a nuisance. They'll treat you as a second Yonko force."

Dragon's eyes hardened. "They already do."

Nagato looked at him—calmly observing the man in front of him.

Finally, he spoke

"Very well."

He extended a hand.

Dragon stepped forward and took it.

Far below, lightning flashed—Enel grinning as thunder rumbled across Amegakure.

A few hours later, after long, heavy discussions behind closed doors—Dragon finally stepped out of the tall steel structure at the center of New Amegakure. Rain drizzled against his cloak, the city's metallic spires reflecting dim flashes of distant lightning. His expression was unreadable. He walked until he reached the edge of the rooftop, the wind whipping the cloak behind him. Then he pulled out a den-den mushi and dialed.

After a few rings, the snail opened its eyes—mimicking Sabo's.

"Dragon san?"

Dragon's voice came low, steady, carrying the weight of the decision he had just made.

"Sabo… listen carefully. From this point forward, the Revolutionary Army is in alliance with the Akatsuki."

The den-den mushi widened its eyes in shock—mirroring Sabo's reaction on the other end.

Dragon continued.

"The world is changing faster than the World Government can conceal it. Big Mom has fallen. The balance has already shattered. If we don't adapt… we'll be swept away like everyone else."

He paused, rain rolling down his face as thunder cracked above.

"Nagato understands the enemy as clearly as we do. He knows what must be brought down. With this alliance, everything we've been preparing for can finally begin moving forward."

Sabo's voice finally came through, still suprised but also excited.

"I understand… I'll inform the commanders."

Dragon nodded once.

"Good. From here on, our movements will change. And the world… is going to feel it."

He closed the den-den mushi.

"I guess it's time I head back."

Konan entered quietly, her paper wings folding back into her cloak as she approached Nagato. His back was turned, gazing out over New Amegakure from the highest tower.

"Nagato," she said softly. "There's new intelligence"

He didn't turn, but she saw his posture sharpen almost imperceptibly."Speak."

Konan took a breath.

"Portgas D. Ace is scheduled for public execution… in three days."

For a moment, the room remained silent before, Nagato finally turned, rinnegan locking onto her.

"Three days…" he repeated quietly. "So the Marines are truly pushing forward."

Konan nodded. "The world is already shaking after the fall of Big Mom. If Whitebeard retaliates—and he will—Marineford will become the center of the world."

Nagato's expression didn't change, but the pressure in the room deepened.

"This is an opportunity," he said. "The moment the Marines reveal their full strength. The moment the world focuses on a single battlefield."

Konan watched confused, as she noticed his eyes glinting with anticipation, something she rarely saw in Nagato these days.

"I will go," Nagato continued. "And Enel will come with me."

Konan's eyes widened slightly. "You intend to attack the Marines directly?"

"Not attack," Nagato corrected. "Devastate."

He stepped past her, the faint hum of power trailing behind every movement.

"If we strike Marineford at its peak… if we crack the Navy's foundation when all eyes are watching… then the World Government and the Marines will never regain its footing."

Konan listened quietly, still shocked.

"And the others?" she asked.

"They remain here," Nagato replied. "The world is too unstable. Someone must guard our territory."

His eyes narrowed, a quiet, lethal certainty in his voice.

"When we leave Marineford… the Marines will never again pretend to rule this world."

Konan gave a slow, resolute nod.

"I'll notify Enel."

"No need, he's already likely heard this discussion."

In a flash of lightning Enel appeared infront of them smirking excitedly.

"Yahahaha! As I've said, my mantra allows me to cover the entire island! It seem's you're finally ready to keep your word about giving the marines a suprise! Good.. I've gotten bored sitting around for so long anyways. This time I plan to show those admirals, and everyone else the power of a God! Yahahahaha!"

Nagato ignored his laughing and simply said

"We'll leave tomorrow. Be ready."
