From a linguistic standpoint, it sounds quite, if not extremely grandiose, as if whoever created and named this thing is usually either one of the two.
Perhaps, more amusing, more likely chance, a person whose arrogance, maybe even ignorance, knows no bounds, goes ahead and brands this creation with such a great name, even if it is just some sort of mediocre skill that can barely pass as a cultivation manual or technique.
Or perhaps, the more terrifying, less likely probability of a person whose genius, whose vision and martial acumen know no bound that the name is just a well-deserved one, as it can exhibit power greater than what normal, or perhaps even exceptional techniques and manual can display.
Although if there's one thing that greatly helps in allowing someone to stand at the very peak of cultivation, perhaps, it is the choice, as well as the ability to refuse conforming to the usual, to refuse bending to the norms.
And it is exactly that refusal, along with the ability to do so, that brought us to the third possibility as to why a cultivation manual is named in such a grandiose manner like that.

By harmonizing this tyrannical technique with one that is truly used for bringing a cultivator all the way to the peak, one will only find either of the two ends: a tragic, hellishly painful death for the unqualified, or a hellishly painful, but also heavenly grace of success for those who persisted and qualified.
As for whether the creator of this Nine Stellar Place Scripture and the Augmented Circulation method that will allow him to push past the Body Refining Realm even after cultivating this scripture is qualified enough for him to attain this heaven's grace, only time will tell, as right now, there's no longer any method of going back.
