Jason intercepted Barbara's voice message and also rushed to Sector 2.
There, he saw Batman trying to rescue a Police officer.
He didn't go forward. From the hijacked surveillance footage, he saw a private armed team running towards Chinatown, and he decided to chase them.
With Dane's version of the "web-shooter," Jason's travel speed was more than a notch faster, arriving at the destination ahead of the armed private military.
Jason thought for a moment, then controlled the suit to transform.
Most of the nanomaterials on his arm detached from his body, and after a series of transformations, assembled into an RPG.
Jason aimed at the transport vehicle, pulled the trigger, and the vehicle was directly blown into the sky, even more powerful than a real RPG!
After firing a shot, the cannon barrel automatically collapsed and reverted to the suit's arm. Jason extended a black rope and jumped next to the overturned transport vehicle.
He yanked open the car door and dragged out the private soldiers, who were disoriented from the blast.
"Tell me, where is Scarecrow?"
"Go to hell, you freak!"
"It seems you don't quite understand my style."
Jason smiled in the face of his profanity. He reached to his waist, and a large gun, similar to a Desert Eagle, was in his hand.
He pressed the gun against the private soldier's chin.
"I'll ask you one more time, where is Scarecrow?"

Having the private soldiers inject themselves one by one would be too inefficient.
He continued to the next location. With Cortana's help, he wasn't completely clueless.
When Batman finished dealing with things over there and arrived here, he found dead bodies of private soldiers everywhere, with obvious gunshot wounds.
He immediately contacted Barbara:
"Barbara, retrieve surveillance camera footage from the surrounding area within the last half hour. I want to know who did all this."
"Just a moment..."
Oracle Barbara busied herself for a while, then told Batman some bad news.
"No, I can't find it."
"What do you mean 'can't find it'?"
"It means someone erased that segment of surveillance footage, or the surveillance cameras were disconnected during that time and didn't capture anything at all."

His first thought was Dane, so he immediately pulled up the surveillance footage from Wayne Manor.

"I heard Jason say you decided to come on your own. What do you want to do here?"

Dane said amusedly, "Is that all?"
"That's all," Damian said stiffly.
"Then go back. Gotham isn't very safe right now, and I'm not interested in babysitting."
As he spoke, Dane was about to open a portal, but Damian quickly said:
"Wait!"
"What else is it?"
"You win. I came to find Batman; he is my father."

"Who is she?"
Hearing that he couldn't go out and kill people, Damian was very displeased, and his tone wasn't very good.
"She used to be your father's assistant, Batgirl. She's paralyzed now, but she's still working for your father."
"I'm worried someone might target her. You go protect her, and you might have a chance to catch the mastermind."
Hearing about Barbara's deeds, Damian reined in his attitude.
