Chapter 29 - Arbiter Prime

Master Vance leaned back in his office chair around a round table. As the Director of Ashfell rattled off a speech, he shot a paper ball into a bin, "So we're here to hear you run your bullshit about saving lives?" The Director scoffed as he started showing the footage; it seemed to be a group of disguised agents blowing the doors off an apartment's hinges. They scuffled around, seemingly looking for someone, until one of them picked up a note. The video abruptly stopped at the sign of the note.

"Took the cornerstone for every loss, and the building falls on me." The first councilman scoffed, "Doesn't mean shit when he betrayed us all." There was another councilman, but this one seemed different, like he had more power than everyone in the room, barring the Director, "We don't know what it means." The third councilman spoke up, "It's a confession, admitting guilt. But why would it be a loss, Director Akabane?" The Director looked at him, disgusted, "Don't ever do that shit again. But my guess, we found him out before his plan could come to fruition."

Selene spoke up loud enough for everyone to hear, "He's not admitting guilt. Lucan was trying to say, after all he's done, this is how you treat him." The first councilman scoffed as the second councilman, the Arbiter Prime spoke with an elevated sense of authority, "What if he's talking about his jaguar love? Maybe he blames her for his hero plan going south?" Selene scoffed again, looking ready to kill everyone in that Room, Rook, Vance, the Councilmen, the Director, and the Arbiter Prime, her eyes turning a deep shade of crimson, "Lucan wasn't an idiot, nor would he have any way of knowing from the time of the Freightworks Incident that Hinari would betray him."

"I like that idea. He loved Hinari and turned on the world when she turned him down. That's fucking lovely." He thought for a minute, "We'll use that." He referred to the Arbiter Prime, "We'll use Hinari to lure the bastard in." Selene was slowly rising, "Using your own agent— Your own daughter as bait." Suddenly, Rook's hand shot out, stopping her from doing something too insane.

"Selene has a point. Using your daughter to attempt to capture the second-best and most dangerous international terrorist isn't a great idea." But the Director scoffed, "Well, it doesn't matter, I am director for a reason—" Another voice interrupted, it was a large man, 6'5, 290lbs, tall, dark, and more muscle than fat, "Then why call a meeting?" It was the Head of Development.
